Proposal for location for building the Academy of Security and the Police Academy in Hung Yen

Hung Yen - Provincial People's Committee listens to the report on the investment plan for Pho Hien - Hung Ha road and the plan to build the People's Security Academy and the People's Police Academy.

On August 3, according to the Hung Yen Provincial Electronic Information Portal, Mr. Nguyen Manh Quyen - Chairman of the Provincial People's Committee chaired a meeting to listen to departments and branches report on the design and investment plan for the road construction project from Pho Hien ward to Hung Ha commune; proposed locations for building the People's Security Academy, the People's Police Academy in Hung Yen province and some other important contents.

According to the report of the Construction Investment Project Management Board No. 02, the road from Pho Hien ward to Hung Ha commune has a starting point connecting to route CT. 16 at Km21+680 belonging to Pho Hien ward, an ending point at Dong Tu intersection belonging to Hung Ha commune, with a total length of about 15.4km. The route passes through Pho Hien ward and Hoang Hoa Tham, Tien Lu, Long Hung, Ngu Thien, Tien La, Hung Ha communes.

Regarding the construction site of the Academy of Security and the Police Academy in Hung Yen province, the Department of Construction proposed to arrange about 150ha of land within the existing Pho Hien University Area, belonging to Tan Hung commune and part of Pho Hien ward. The land is adjacent to route CT. 16, currently mainly agricultural land, suitable for planning and favorable for site clearance.

At the meeting, delegates focused on discussing the route direction, investment scale, organization of intersections, solutions for building a bridge over the Luoc River, site clearance plans and connectivity with strategic traffic routes, ensuring compliance with the planning of urban space development and transport infrastructure of the province...

Concluding, Chairman of the Provincial People's Committee Nguyen Manh Quyen emphasized that the planning and synchronous investment in the connecting road from the gateway of Hanoi Capital to the coastal area is of particular importance in expanding development space, strengthening regional linkages and creating motivation to promote socio-economic development of the province.

The Chairman of the Provincial People's Committee requested departments, branches, and localities to proactively coordinate with Hanoi city to unify the planning, cross-section scale and connection plan in the gateway area of the Capital; ensuring that the entire route is synchronously planned with a design speed of 120 km/h, lighting system, green trees and modern technical infrastructure.

The Chairman of the Provincial People's Committee affirmed that the ultimate goal is to build a strategic avenue, playing a driving force for the province's development in the coming decades. This must not only be a traffic route but also become an axis for economic, urban and service development, directly connecting from Hanoi's Ring Road 4 to the sea, welcoming traffic flows from the Capital and the entire Red River Delta region, creating conditions for vehicles not to have to pass through the urban center but still conveniently connecting with the seaport system.

Regarding the proposal to build the People's Security Academy and the People's Police Academy, the Chairman of the Provincial People's Committee assigned the Department of Construction to preside over and coordinate with the Provincial Police, the Management Board of Pho Hien University Area and functional units of the Ministry of Public Security to urgently survey, measure, and specifically determine the scope and boundaries of the land area; review to ensure compliance with the zoning plan, fully absorb the opinions at the meeting to complete the plan, and report to competent authorities for consideration and implementation of the next steps.

For the area for arranging schools and hospitals, the Chairman of the Provincial People's Committee assigned relevant units to review and re-determine the location based on the zoning plan, ensuring compliance with the general plan and convenient traffic connection; medical facilities must be arranged in stable locations, not adjacent to major traffic axes, affecting the medical examination and treatment environment.
