On April 29, the Hanoi People's Council will hold a thematic session (52nd session) to review and decide on many important contents according to its authority.
In particular, the City People's Council will consider approving the Resolution regulating the content of expenditures, expenditure levels, and specific support levels to improve the quality of service for people and businesses when performing administrative procedures and public services in Hanoi.
The contents of the Resolution include: Regulating the regime of uniforms for cadres, civil servants, officials and employees working at the Center for Public Administration and affiliated branches; stipulating the level of support for certification of electronic copies from the original papers and documents when carrying out administrative and public services; stipulating the level of support of cadres, civil servants, officials and employees performing Unit tasks to control administrative procedures; The person performing the task of handling recommendations reflected on Ihanoi in the city; Support level at the City Public Administration Center.
Regarding the regulation on uniform allocation for cadres, civil servants, public employees, and workers working at the Hanoi Public Administration Service Center and its affiliated branches, each year is allocated 5 million VND/person/year (including 2 spring-summer ministries, 2 winter collective ministries).
Regarding the regulation on the level of support for the certification of electronic copies of documents and papers when performing administrative procedures and public services, the fee collection rate is zero (no fee).
Regarding the provision of supporting cadres, civil servants, officials and employees to perform Unit tasks to control administrative procedures; The person performing the task of handling recommendations reflected on Ihanoi in the city; Support level at the City Public Administration Center, the support level as follows:
- The level of support for cadres and civil servants performing the task of administrative procedure control units and those performing the task of handling complaints reflected on iHanoi in the city is 2 million VND/person/month.
- The level of support for cadres, civil servants, public employees, and workers on the payroll of the Center; cadres, civil servants, public employees, and workers seconded or sent to the Center to perform the task of providing information, guidance, support, receiving, digitizing, and returning administrative procedure settlement results at the Public Administration Service Center, branches, and reception points is 5 million VND/person/month.
The support items are paid along with the salary payment period of cadres, civil servants, public employees, and workers.
In case cadres, civil servants, public employees, and workers concurrently perform the tasks of providing information, guidance, support, reception, digitization, returning administrative procedure results, controlling administrative procedures, and handling feedback on iHanoi, they will only receive one time with the highest support level prescribed in this Resolution.
The funding source is from the state budget, ensured according to decentralization and other legal sources of revenue of the units.
