The province has no experience in highway investment
On March 5, the Office of the People's Committee of Ca Mau province informed that the People's Committee of Ca Mau province has sent a document to the Prime Minister regarding the establishment of procedures for investing in the expressway from Ca Mau city to Dat Mui.
According to the People's Committee of Ca Mau province, the Ca Mau - Dat Mui city expressway is a project of great scale, with complex technical solutions, a very specific project among the expressway projects in the Mekong Delta with most of the route passing through flooded areas, mangrove forests, very weak and complex geological conditions, the route passes through many rivers, canals, ditches, complex tidal regimes, and hydrology. Meanwhile, Ca Mau province has no experience in establishing investment procedures and managing investment in projects of similar scale and nature.
To ensure speeding up the preparation of investment procedures, facilitate the implementation process, strive to start the project in 2025 according to the direction of the Prime Minister and implement the project as soon as possible, ensuring synchronization with Hon Khoai General Port and the traffic route connecting from Ca Mau Cape to Hon Khoai Port.
The People's Committee of Ca Mau province proposed that the Prime Minister consider and assign ministries and branches with expertise to carry out investment preparation tasks, prepare documents for investment policy proposal steps (pre-feasibility study report), submit to competent authorities for consideration and decision on investment policies according to the provisions of the Law on Public Investment and relevant legal provisions.
Proposal to choose a overpass solution
Regarding site clearance, the People's Committee of Ca Mau province said that the province is still facing many difficulties, unable to balance the budget itself, and currently the province is having to focus on implementing many key tasks.
In which, there is the implementation of the task of spending local budget (about 863 billion VND) to carry out site clearance (GPMB) to serve the expansion and upgrading of Ca Mau Airport.

Meanwhile, with an expected length of 90 km, the Ca Mau - Dat Mui city expressway needs a huge amount of funding for site clearance. In case of allocating everything from the local budget, it will create great pressure on the provincial budget, leading to difficulties for localities in balancing resources to carry out socio-economic development tasks.
The People's Committee of Ca Mau province proposed that the Prime Minister assign central ministries and branches to consider and provide maximum support to the provincial budget to arrange the implementation of site clearance for the Ca Mau - Dat Mui city expressway.
Ca Mau province believes that the construction plan needs to be consistent with the specific conditions of the project, ensuring efficiency in management and exploitation, reducing occupied area, limiting impact on the natural ecosystem, and saving costs for site clearance.
Ca Mau province has proactively reviewed the preliminary options, including: low-level routes ( composted), low-level routes combining overpasses and overpasses.
Of which, the overpass option has a cost of site clearance of about VND 1,689 billion, significantly saving costs compared to the other two options of about VND 2,283 billion and VND 2,046 billion.
According to the Vietnam Road Network Planning for the period 2021 - 2030, with a vision to 2050, which was approved by the Prime Minister in Decision No. 12/QD-TTg dated January 3, 2025, adding the planning of the Ca Mau - Dat Mui Expressway (CT43). The expected length is 90km, with a scale of 4 lanes and an investment process before 2030.
