When implementing the 2-level local government model, non-specialized commune-level forces will only be temporarily arranged until May 31, 2026.
After this milestone, localities must complete plans to arrange and resolve regimes for about 120,000 people nationwide.
In Dak Lak, the Department of Home Affairs of this province has issued a plan to inspect and test non-specialized personnel at the commune level to be recruited as civil servants in 2026.
Accordingly, 75 communes and wards have registered to receive non-specialized commune-level personnel to become civil servants, with a total target of 257 staff positions.
People who are admitted to work as civil servants are non-specialized workers at the commune level before Decree No. 170/2025 dated June 30, 2025 of the Government regulating the recruitment, use and management of civil servants takes effect.
It is expected that from April 11 to 15, 2026, functional agencies will inspect the standards and conditions of dossiers for registration to become civil servants; and at the same time announce the list of eligible cases to participate in the examination and related contents.
In Da Nang, the City Department of Home Affairs has an official dispatch on resolving regimes and policies for non-specialized commune-level officials, which includes 3 options for arranging non-specialized commune-level officials when it ends before May 31, 2026.
Accordingly, the Department of Home Affairs is submitting to the City People's Committee a plan to arrange and arrange commune-level cadres and civil servants in Da Nang city, in which it is expected that after reviewing and transferring civil servants between communes and wards to ensure the transfer of civil servants from communes and wards with excess staff compared to the quota to communes and wards with shortage of civil servants compared to the assigned staff, they will be recruited as civil servants; including non-specialized commune-level personnel if they meet the standards and conditions, meeting job position requirements according to the recruitment needs of each specific commune and ward.
In Tuyen Quang, at the beginning of March 2026, the province also just announced the second phase of receiving civil servants in Party and Fatherland Front agencies at commune level in 2026 with a total of 146 targets.
Among the 3 subjects received are people working part-time at the commune level in Tuyen Quang and Ha Giang provinces (before the merger) before Decree 170/2025/ND-CP took effect (July 1, 2025).
According to Decree 33/2023/ND-CP of the Government on the title of non-specialized personnel at the commune level, the number of non-specialized commune-level officials is calculated according to the type of commune-level administrative unit, specifically: Type I is 14 people; type II is 12 people; type III is 10 people. The title of non-specialized personnel at the commune level is regulated by the Provincial People's Committee submitting to the Provincial People's Council.
