In the near future, Can Tho City under the Central Government will be established on the basis of merging administrative units of Soc Trang province, Hau Giang province and Can Tho City. Accordingly, the new city reduced from 263 commune-level administrative units to 103 units.
Regarding the arrangement of the team of cadres, civil servants and public employees (CBCCVC), the latest report of the People's Committee of Can Tho City shows that currently, 3 provinces and cities are assigned more than 67,500 positions.
Based on the arrangement of the apparatus of agencies and organizations, based on the regulations and instructions of the Central Government, Can Tho will receive the status quo of 63,540 existing civil servants and public employees from the 3 provinces. After that, the city will arrange and assign them to agencies, organizations, and units.
In the first year alone, Can Tho is expected to streamline about 2,681 people (down 4%). Of which, Can Tho decreased by 1,137 people; Soc Trang decreased by 699 people; Hau Giang decreased by 845 people.

Previously, as Lao Dong reported, the People's Committee of Can Tho City issued a decision regulating the standards for the title of civil servant in leadership and management agencies in state administrative agencies, the title of management civil servant in public service units; guiding specific criteria for evaluating civil servants and employees to implement the organizational arrangement, streamlining the payroll and resolving policies and regimes.
One of the key criteria is moral qualities (no embezzlement, corruption, negativity, waste...), sense of responsibility (responsibility for work, dynamism, creativity...), awareness of discipline and order in performing tasks and public duties (compliance with the assignment of the organization, implementation of regulations...).
Especially professional and technical capacity; ability to meet requirements on progress, time, quality of performing tasks and public duties regularly and suddenly.
2025 -2030 personnel breakthrough
According to the draft synthesizing the main indicators of the three provinces, identifying the general goal by 2030, Can Tho City must be a growth pole, an ecological, civilized, modern city imbued with the cultural identity of the Mekong Delta; a regional center for processing, manufacturing, commercial services, tourism, logistics ports, processing industry, high-tech agriculture, education and training, specialized healthcare, science and technology, culture, sports.

The "super city" will be a core urban area of the Mekong Delta, with a synchronous infrastructure system adapting to climate change, meeting the requirements of intra-regional, inter-regional and international transport connectivity.
The material and spiritual life of the people must be at a high level; the Party organization and political system must be clean and strong; national defense and security must be firmly guaranteed.
Based on the results of the implementation of the terms of the term 2020-2025 of each locality, the orientation in the draft political report of the National Party Congress for the term 2025-2030 and the development orientation of localities according to the planning, the advisory agencies have proposed the city to set 18 targets in the term 2025-2030.

At the end of May 2025, the three provinces and cities also discussed and agreed on 4 breakthroughs for the 2025-2030 term to include in the Political Report to serve the Can Tho City Party Congress, 2025-2030 term.
