Mr. Le Van Thi - Director of Dien Bien Irrigation Management Limited Liability Company (Dien Bien Irrigation Company) - the unit assigned by the Provincial People's Committee to manage, exploit and operate 13 reservoirs - said that the total capacity of the 13 reservoirs according to the normal water level is over 66 million m3.
Therefore, proactively implementing response plans to the risk of floods and dam incidents is a top priority to protect the lives and property of people and the state.

According to Mr. Thi, before the storm season, the Company coordinated with the Department of Agriculture and Environment, the Department of Irrigation and Natural Disaster Prevention, and the People's Committees of districts and cities to inspect the construction items of 13 reservoirs.
Through inspection, basic items are guaranteed to be safe to serve production and people's lives during the 2025 storm season.

The company has established an Irrigation Inspection Team before the 2025 storm season, developed a detailed plan and directly inspected and assessed the safety level at each dam and reservoir.
Important items such as floodgates, incident overflow, flood discharge culverts, deep sewers, along with the management road system, management houses, pumping stations and canals are all carefully reviewed.

In addition, the Company has developed a plan to maintain infrastructure assets, allocate funding for maintenance, maintenance and urge construction units to accelerate the repair and overcome incidents.Prepare materials, materials and means for flood and storm prevention and control.
Typically at Pa Khoang Lake (Dien Bien Phu City) - the largest reservoir in the province.With a 77.2 km2 basin, the design capacity of the water level is 40.08 million and can be up to 56.88 million m3 when the water level is reinforced.The downstream area has 4 hydroelectric plants, more than 1,723 houses of all kinds and 3,048 hectares of rice, crops, aquaculture ponds.

To ensure the safety of dams when there is heavy rain and flooding in the area, inspections are conducted regularly at key locations. This is to detect early unusual signs such as leakage, subsidence, and slide to take timely measures.
Proactively discharging buffer water through deep sewers, keeping the water level of the lake below the overflow from 0.5m to 1.0m is a priority measure. The work of monitoring and recording the weather situation, rainfall, water level, and flow through the spillway is continuously updated.

Mr. Le Van Thi added that to minimize damage caused by natural disasters, the Company has established a Steering Committee for Natural Disaster Prevention, Search and Rescue, consisting of 17 people. These are capable and experienced officers, assigned to be on duty 24/7 at reservoirs during the rainy season. At the same time, coordinate with armed forces and local authorities to rescue the dam and evacuate people in the downstream area when the incident occurs.
