On the afternoon of September 15, the Fire Prevention and Fighting and Rescue Police Department (PCCC and CNCH), Da Nang City Police organized a practical drill on rescue and rescue plans to handle situations of rain, storms, floods, landslides and natural disasters in the Ho Quoc Thanh area (Pham Hung street, Hoa Xuan ward).
The hypothetical situation is set out: Due to the impact of prolonged storms and floods, rainfall in the area exceeded the 300mm threshold, causing many areas to be deeply flooded, and irrigation dams to discharge floodwaters. Flash floodwaters rose rapidly, isolating about 10 people downstream, and strong currents prevented motorboats and canoes from approaching.
During the process of moving people to a safe place by 2 composite boats of civilian forces, when 100m from the shore, they were overturned by waves, causing 14 people to be swept away by water (including 2 people without life jackets), falling into a life-threatening situation.
Immediately after receiving the news, the Fire and Rescue Police Department mobilized specialized vehicles, command vehicles, ambulances and officers and soldiers to quickly deploy rescue plans. Functional forces fired sail ropes to establish a spring system to cross the river and bring people to the shore to isolate them; at the same time, they mobilized a 15HP boat and specialized diving forces to salvage boat capsized victims, perform artificial respiration and search for people who sank and went missing.
Lieutenant Colonel Le Van Luu - Deputy Head of the Fire and Rescue Police Department of Da Nang City Police said that the harsh rainy and storm weather poses many potential risks, directly affecting the safety and lives of officers and soldiers in the process of performing their duties.
The exercise aims to improve the response capacity of each officer and soldier, train rescue skills and handle situations in dangerous environments, especially fast-flowing water environments and isolated areas. The two simulated situations today are very close to the reality that forces often encounter when on duty," Lieutenant Colonel Le Van Luu emphasized.
Also according to the leader of the Fire and Rescue Police Department, implementing the direction of the Director of Da Nang City Police, the unit has proactively reviewed all existing vehicles, organized inspections, maintenance, and training officers and soldiers to proficiently use equipment, ensuring that the force is always in the highest combat readiness state.
In September, the Fire and Rescue Teams of the area in the city also deployed coordination with the People's Committees of communes to organize military drills to handle landslides, landslides, and traffic accidents in order to proactively respond to any emergency developments of natural disasters.
