The resettlement area for the Red River flood control dike project in Gioi Phien commune, Yen Bai city has an area of about 1.69 hectares, invested by the Department of Natural Resources and Environment of Yen Bai province.
The project started construction in June 2024 with Lam Phuc Consulting and Investment Co., Ltd. as the contractor.
This is a part of the compensation, site clearance and resettlement work of the Red River flood control dike project. However, during the construction process, a large amount of soil exploited from the landslide site of the people was transferred to this resettlement area for land leveling.
According to Lao Dong Newspaper's reporter on November 28 and 29, every hour there are dozens of large trucks carrying soil to fill the resettlement area.
Following the truck with license plate 19C-098.48, the reporter recorded the mining site at a hill in Yen Ninh ward (Yen Bai city), nearly 7 km away.
Notably, this area is the site of a landslide after storm No. 3, not a licensed mining site. There are always 5 large-capacity excavators on duty scraping the hill and scooping it up onto trucks that continuously come in and out.
Through observation, every time the truck is loaded with soil, the vehicles with license plates: 19C-098.48, 19C-072.63, 99C-095.73... move along Hoang Quoc Viet Street (National Highway 32C) towards Gioi Phien Bridge. Next, the truck carrying soil goes towards Bach Lam Street to reach the mining site.
During the move, heavy trucks were poorly covered, rocks and dirt fell everywhere, and dust flew everywhere.
Mr. Tran Van Hung (38 years old, Yen Ninh, Yen Bai city) said that the leveling activity has been going on for more than 2 months now.
"Previously, this area was a large hill, but after storm number 3, there was a landslide. After many days of leveling, machines were used to level it, so now there is only a small hill left," said Mr. Hung.
Chairman of Yen Ninh Ward Luong Xuan Quyet confirmed that there are no licensed mines or mining sites in the ward; at the same time, landslides can only be dumped at locations designated by the city, and there is no plan to use them for any project.
"The ward will send officers down to monitor the situation. If illegal mining activities are discovered, they will be required to stop and make a record for handling," informed the Chairman of Yen Ninh ward.
On November 29, speaking with Lao Dong Newspaper reporters, Vice Chairman of Yen Bai City People's Committee Pham Tien Dung said that currently, the dumping sites designated by the city are all located in Hop Minh ward.
"The resettlement area is not a location that the city has designated for dumping waste," the Vice Chairman of Yen Bai City People's Committee affirmed.
