Recently, people in Phuc Son commune, Lam Binh district, Tuyen Quang have made many petitions about the Manganese mine of MIMECO Tuyen Quang Minerals and Mechanical Joint Stock Company (MIMECO Tuyen Quang Company) which has expired its exploitation term for the past ten years but has not closed the mine and restored the environment according to regulations.
This has caused many consequences for the lives and production of local people. Every time it rains, mud from the mining and washing area of MIMECO Tuyen Quang Company overflows into the environment and agricultural land.
According to the investigation of PV, MIMECO Tuyen Quang Company was granted License No. 211/2003/GP-BTNMT by the Ministry of Natural Resources and Environment on February 25, 2003 to exploit minerals at the Manganese mine in Phia Lai village, Phuc Son commune, Chiem Hoa district, now Lam Binh district, with an exploitation period of 10 years.
This manganese mine is considered one of the mines with the largest reserves in Tuyen Quang province.
Recently, monitoring report No. 234 of the People's Council of Tuyen Quang province dated December 3, 2024 showed that at the Manganese mine in Phia Lai village, Phuc Son commune, Lam Binh district, MIMECO Tuyen Quang Company has not closed the mine, restored the environment and land according to the provisions of the 2010 Mineral Law. Up to now, the mining period has expired for 11 years.
According to the monitoring report, since 2014, the MIMECO Tuyen Quang Company's office has been abandoned, without management or security. The company's premises have been used by people to gather materials and store vehicles and excavators.
In addition, for many years, people in Phuc Son commune have been tirelessly requesting the authorities to reclaim and change the purpose of use of a part of the land area of the MIMECO Tuyen Quang Company Branch Office to allocate land and issue land use right certificates to households in need, but the request has not been resolved.
"The above situation has lasted for nearly 11 years, the main reason is that the Department of Natural Resources and Environment has not fully fulfilled the responsibilities assigned by the Provincial People's Committee," report No. 234 stated.
The monitoring delegation of the People's Council of Tuyen Quang province requested the Provincial People's Committee to direct the Department of Natural Resources and Environment to preside over and coordinate with relevant agencies, units and the People's Committee of Phuc Son commune to urgently review and resolve the existing problems and recommendations according to the provisions of law.
Previously, for a long time, people in Phuc Son commune continuously expressed their concerns about thousands of cubic meters of mud accumulated after 10 years of mining and ore washing created by MIMECO Tuyen Quang Company.
Meanwhile, the dike system was built in a makeshift manner, seriously affecting the safety of life and property of people living in the mining area, especially during the rainy season.
