Focus on "4 on-site" flood relief
From 5:00 p.m. on October 29 to 6:00 a.m. on November 2, the rainfall recorded at automatic stations in Ha Tinh ranged from 550 to 1,051mm. Due to prolonged rain and Ke Go lake overflowing, many downstream areas such as Cam Due and Cam Binh were deeply flooded, and traffic was cut off.
By noon on November 2, the whole province of Ha Tinh was still flooded, of which Cam Due had 2,950 households, Cam Binh had 750 households, Ha Linh had 8 households, Cam Xuyen had 227 households, Ha Huy Tap had 83 households, Dong Tien had 3 households. The number of flooded households has decreased by 586 compared to 9:00 p.m. on November 1.
Prolonged heavy rain, combined with the overflow of Ke Go lake, caused many residential areas in Ha Tinh to be deeply flooded. The Provincial Party Committee and the Provincial People's Committee directed to stick to the scene, give absolute priority to people's safety and promote relief according to the "4 on-site" motto.
On the morning of November 2, Ha Tinh Provincial Party Secretary Nguyen Duy Lam inspected the field in Cam Due commune, requesting absolutely not to be subjective or passive; putting the safety of people's lives first and foremost...
In communes downstream of Ke Go lake such as Cam Due and Cam Binh, local forces and village officials stayed in the area all night, checked each household, and brought the elderly and children out of the danger zone. In Hoanh Son ward and some areas were flooded early, the authorities inspected and organized timely evacuation.
Together with the authorities, the Fatherland Front, the Red Cross Society, the Youth Union, the Women's Union and volunteer groups such as the "Zero-VND Wild Party kitchen", the SOS Ha Tinh Rescue Team organized thousands of meals, banh chung, and drinking water to support people in flooded areas, proactively bringing boats to isolated locations.
In Quang Tri, by the morning of November 2, the river water in the area had receded slowly, while 3,695 households were flooded; 6 people died, 1 person was missing. The province maintains evacuation, warns of flooded - landslide underground and implements solutions according to the "4 on-site" motto.
Updated damage up to 7:00 a.m. on November 2 in Quang Tri: 6 dead (Ai Tu 1, Chia 1, Trung Thuan 1, Quang Trach 1, Ba Don 1, Cam Hong 1), 1 missing in Bo Trach; 4 injured in Ninh Chau. Agriculture damaged more than 162.05 hectares of crops; livestock damaged 30 goats, 1 buffalo and about 1,200 poultry. Irrigation infrastructure was damaged 2,055m of canals and ditches, about 9,000m of river banks; traffic recorded 32 damaged points, an additional 205m of concrete roads were eroded and eroded.
As soon as the water receded, local authorities, military forces, police, medical staff and people in the south of the province took action to overcome the situation: Clearing mud, repairing houses, disinfecting the environment to soon stabilize life.
Lieutenant Colonel Tran Ngoc Dinh - Deputy Political Commissar of the Provincial Defense Command of Region 4 - Trieu Phong, informed that the unit deployed forces with the highest number of soldiers, and on holidays, it still mobilized 70-100% of the soldiers to help people overcome the consequences of floods.
Dien Sanh Commune Health Station divided teams into each residential area to disinfect, treat water sources and provide guidance on disease prevention and hygiene; up to now, the commune has provided 21kg of chemicals and 3 million VND in medicine.
Concentrating on clearing mud, providing clean water, supporting people after floods
Hue Urban Environment & Construction Joint Stock Company (HEPCO) mobilized more than 600 workers and more than 100 vehicles, implementing the motto "where the water recedes, move there", dredging - spraying to wash the main axes such as Tran Hung Dao, Le Duan, Le Loi, Bach Dang, Huynh Thuc Khang...; many places have mud layers up to 20cm thick. The Hue City Border Guard mobilized nearly 400 officers and soldiers to clear mud, clear sewers, support commune/ward headquarters, schools; in pat Duoh village (A Luoi 2), coordinate to move assets from landslide areas.
In mountainous areas, A Luoi and Nam Dong focus on leveling, opening roads, and clearing landslides on National Highway 49 and inter-village routes to ensure access to relief. Regarding clean water and necessities, HueWACO deploys 30 mobile water tanks, serving nearly 5,800 households in isolated areas; temporary tanks are added to residential areas lacking water. Quang Dien authorities reserve 17 tons of rice and 300 boxes of instant noodles for flooded households.
The Central Government has supported Hue with 150 billion VND and added 100 billion VND to overcome the consequences and stabilize life. Many businesses joined hands to support Hue such as Petrolimex 2 billion VND, Nam A Bank - Hue Branch 300 million VND, Carlsberg Vietnam 1 billion VND... The Hue City National Assembly Delegation presented 20 gifts (money, necessities) to households that suffered heavy damage; volunteer groups and associations maintained field kitchens, transported food to flooded areas.
