The project to invest in the construction of Ngoc Hoi bridge and approach roads at both ends of the bridge has a total length of about 7.5km, of which about 5.2km is in Hanoi city and about 2.3km is in Hung Yen province.
The starting point Km0+000 connects to the ending point of Ring Road 3.5, Phuc La - Van Phu section to Phap Van - Cau Gie expressway, about 360m towards Huu Hong dyke, Hanoi.
The ending point Km7+500 connects to Ring Road 3.5, about 700m from Ta Hong dyke towards the Hanoi - Hai Phong expressway in Hung Yen province.
Total construction investment is about 10,197 billion VND.

According to the Hanoi Traffic Construction Investment Project Management Board, the total recovered area for project implementation is about 55.26 ha (Hanoi 32.6 ha, Hung Yen 22.66 ha).
Currently, the Project Management Board has received 45.4/55.26 ha of land.
Specifically, in Hanoi city, 32.6/32.6 hectares have been handed over, reaching 100% (Thanh Tri commune: 7.62/7.62 hectares; Nam Phu commune: 7.02/7.02 hectares; Bat Trang commune: 17.96/17.96 hectares).
In Hung Yen province (Van Giang commune, Phung Cong) 12.8/22.66 hectares (about 56.4%) have been handed over.
Regarding construction work, the expected completion time is before the APEC Conference (2027).
After starting construction on August 19, 2025, contractors (Thai Binh Duong Company, VNVC E&C) have constructed 60/80 bored piles for 2 main tower pillars, expected to complete all bored piles in April 2026; contractors (Trung Chinh Company, Deo Ca, Licogi18, Thanh Huy, Delta) have mobilized 8 construction teams to deploy the construction of beam casting site, service roads and deployed the drilling of bored piles for the approach bridge section with 657/2,242 piles, cast 4/2,220 Super T beam slabs, 4/160 pillar bases.

To ensure the project implementation progress to be completed before the opening day of the APEC conference, the Project Management Board proposed that the City People's Committee consider and direct the People's Committees of communes, wards and waterway management units to support allowing contractors to use some roads adjacent to the project area, clear channels and wharves (because some units are renting wharf areas to make construction grounds) to transport materials and supplies to serve project construction.
Because it has not received 0.8/2.3km (nearly 35%) of the section in Van Giang commune (Hung Yen province) that is at risk of affecting the construction progress, the Project Management Board requested the Department of Finance to implement the adjustment of the investment policy for the project to invest in the construction of Ngoc Hoi bridge and approach roads at both ends of the bridge, which was directed by the City People's Committee at 4459/VP-ĐT dated March 18, 2026.
The Project Management Board also requested relevant units to have a plan to relocate the decompression well system to construct pier T1 (belonging to the cantilever casting bridge item - one of the key points for progress).
It is proposed that the Department of Agriculture and Environment and the People's Committees of Nam Phu, Thanh Tri, and Bat Trang communes direct their affiliated units to support and allow construction contractors to build temporary works (camps, concrete mixing stations, material gathering yards...) to serve project construction.
