On the afternoon of October 28, the People's Committee of Le Thuy commune (Quang Tri) said that heavy rain caused some areas to be partially flooded. On Hung Vuong Street (old Kien Giang town), the water rose about 0.2-0.3m, making it difficult for vehicles to move. Local forces deployed guards to guide people through flooded areas.
On the same afternoon, the People's Committee of Quang Tri province issued a telegram requesting focus on emergency response and overcoming the consequences of heavy floods. The dispatch stated that prolonged rain caused deep flooding, isolating many areas, hundreds of students had to temporarily rest, and some households had to evacuate. Some national highways, provincial roads and overflow culverts are flooded, making traffic difficult.
The Provincial People's Committee requests the People's Committees of communes, wards and Con Co special area to monitor developments, promptly inform, organize serious duty, review and evacuate people from areas at risk of landslides and flash floods, put up warning signs, strictly prohibit travel when unsafe, ensure food, clean water, medical care, and environmental sanitation after floods.
The Department of Agriculture and Environment monitors the operation of dams, regulates water safety, and coordinates hydrometeorological and accurate forecasts. The Department of Construction inspects and overcomes landslides, organizes traffic flow. The Department of Health ensures medicine and emergency human resources.
The Department of Education and Training allows students to stay in dangerous areas and disinfect schools.

Consecutive storms No. 8.9,10 (Bualoi) and floods caused by the storm have killed, left missing, and injured 165 people; many houses and production and business establishments have had their roofs blown off and suffered heavy damage.
