Land issues have to ask for extension of progress
The project to upgrade section Km18-Km80, National Highway 4B was approved by the Ministry of Transport in Decision No. 516, dated April 28, 2023. The project has a total length of 62.56km, passing through Loc Binh and Dinh Lap districts.
The project's starting point is at Km18+00 - the existing National Highway 4B route (connecting with the National Highway 4B renovation and upgrade project, section Km3+700 - Km18+00 under construction), the end point is at Km80+00 - the existing National Highway 4B route (border of Lang Son and Quang Ninh provinces) in Dinh Lap district.
The land use scale of the whole project is 198.8 hectares. Of which, in Loc Binh district 76.13 hectares, Dinh Lap district 122.67 hectares.
On November 18, informing reporters, a representative of the Steering Committee for compensation and site clearance for key projects in Lang Son province said that up to now, Loc Binh district has counted, measured, and counted 975 households and individuals/71.86 hectares.
At the same time, the provisional plan was approved for 506 households, funds were paid to 486 households, compensation and support funds were advanced to 7 households. The result was the handover of 66.2 hectares of land (92.12%).
In Dinh Lap district, the project has measured and counted 1,032 cases/50.7 hectares, reaching 98.7%. Approved and paid for 19 compensation and provisional support plans for 500 cases with the amount of 34.8 billion VND.
Currently, the project is calculating and making a provisional plan to advance money from the investment project to make advance payments to affected households and individuals with a total amount of 9.99 billion VND.
The result of handing over the site is 49.2ha (95%) equivalent to the route length of 38/41.3km (92%).
Regarding the project progress, the leader of the Project Management Board for Upgrading Section Km18-Km80, National Highway 4B said that with the current difficulties, the project is unlikely to be completed in 2024. Therefore, the Department of Transport of Lang Son province has proposed to extend the project completion date to 2025.
Efforts to overcome difficulties in handing over clean land for the project
Talking about the difficulties and obstacles in site clearance work, the Steering Committee for compensation and site clearance for key projects in Lang Son province said that the project in Na Duong town and Loi Bac commune, Loc Binh district had previously carried out site clearance work to implement the project to renovate and upgrade National Highway 4B and the project to expand Na Cay Lake (from 2002-2006).
Due to the lack of measurement records, the project investor has not yet transferred data information to the Department of Natural Resources and Environment of Loc Binh district, so the determination of boundaries, previously recovered land area and the recovered land area for the new project are easily overlapped, causing difficulties in the process of making compensation and support plans.
In addition, land records have changed and have not been adjusted in a timely manner. Some land plots have differences in boundaries and areas between reality and the Land Use Rights Certificate. It is necessary to check and verify the land use process and determine the land user.
Some households illegally build houses, buildings, and structures on agricultural land, are not eligible for compensation, and moving infrastructure systems such as power lines and telecommunications cables also faces many difficulties.
Previously, on November 12, Vice Chairman of the Provincial People's Committee Luong Trong Quynh chaired a thematic meeting to consider and resolve difficulties and problems in site clearance for the project to upgrade section Km18-Km80, National Highway 4B.
The provincial leaders requested the districts to urgently remove obstacles and complete the handover of 100% of the site to the investor before November 20, 2024.
