Low handover site, not seamless
The Hoang Sa - Doc Soi road project has a route length of 26.88km, starting at the intersection with Tri Binh - Dung Quat road, ending at Hoang Sa road. The planned construction area of the main route is 172.16 hectares. The project is invested by the Provincial Traffic Construction Investment Project Management Board. The total investment is 3,500 billion VND.
Of which, the central budget is 1,300 billion VND, the provincial budget is 2,200 billion VND (capital collected from land use fees). The project implementation period is from 2022 to 2027. Currently, a notice of land reclamation has been issued for 165.88/172.16 hectares; reaching 96.4%; the remaining 6.28 hectares have not been issued. Although it has been under construction for nearly 3 years, the People's Committees of Binh Son, Son Tinh districts and Quang Ngai city (old) have not yet completed the determination of specific land prices for the residential land area (now Binh Son, Van Tuong, Dong Son, Tho Phong communes) with a total area of 9.86 hectares.
About 5.36 hectares of agricultural land have not been specifically priced, including Binh Son commune at 1.25 hectares, Van Tuong commune at 0.26 hectares, Dong Son commune at 1.51 hectares, Tho Phong commune at 2.06 hectares; Tinh Khe commune at 0.16 hectares; Truong Quang Trong ward at 0.12 hectares.
Mr. Nguyen Binh - residing in Hanh Phuc village, Truong Quang Trong ward - said: "The State has reclaimed 750m2 of rice fields from my family to implement the Hoang Sa - Doc Soi road project. I have received compensation of 330 million VND. However, there has been no specific announcement about the compensation for housing and resettlement support for the price and resettlement location. Although construction has started for nearly 3 years, the site has only been handed over 60.05/172.16 hectares, reaching 34.9%.

GPMB work has not had many changes
According to Mr. Do Vu Bao - Deputy Director of the Provincial Traffic Construction Investment Project Management Board, the progress of site clearance for the main route continues to be delayed. To date, only the compensation plan for 48.63/172.16ha has been approved; reaching 28.3%.
From July 1, 2025 to now, the Provincial Land Fund Development Center has only submitted 2 approvals for 4.54 hectares. Currently, 41.93 hectares have been assessed by the provincial Land Fund Development Center but the plan has not been submitted for appraisal and approval, although the investor has urged this unit to speed up the progress of site clearance in the official dispatch dated July 11, 2025, but there have not been many changes so far.
On the other hand, the coordination of the Provincial Land Fund Development Center's tasks with the People's Committees of communes and wards is not yet in order, and there is no consensus on the application of policy mechanisms, especially between the Provincial Land Fund Development Center and the People's Committee of Truong Quang Trong Ward.
The site handover rate has reached 34.9% but is not yet seamless, some locations do not have access roads, so currently the contractor can mainly only implement construction at 14/18 bridges (7/9 bridge locations), 23/156 cross-culverts, 0.926/25.37km of roadbed and construction of precast components, bridge girders, so the progress is not up to requirements.
According to Mr. Do Vu Bao, the project's capital plan for 2025 is nearly 965 billion VND, but the site clearance progress is slow, only 259 billion VND has been disbursed, reaching 26.8%. Of which, the cost of compensation for the new main route was 106 billion VND, reaching 45% of the plan.
To speed up the project implementation and disbursement of the capital plan for 2025, the investor recommends that the Provincial Land Fund Development Center (including the Land Fund Development Center, Binh Son branch) and the People's Committees of communes and wards: Binh Son, Van Tuong, Dong Son, Tho Phong, Tinh Khe and Truong Quang Trong focus on coordinating to speed up the implementation progress, completing all site clearance work for the remaining agricultural and non-agricultural land areas other than residential land (about 110.81ha) and land plots in the frontage of National Highway 24B and Hoang Sa road before April 2026 to ensure the project implementation time.
According to the investor's calculation, the weak land treatment time is 8 months, the roadbed construction time is 12 months, so if the site handover time frame is not guaranteed, the project will not be completed in 2027.
