Project construction reached 56% of contract
The Cam Ly - Phuoc Thanh road construction project was approved by Lam Dong Provincial People's Committee with a total investment of 400 billion VND from targeted additional central budget capital.
The project is invested by Lam Dong Provincial Traffic Project Management Board, approved for implementation period 2021 - 2024 and started construction on August 15, 2023.
The construction package was won by the joint venture of Investment and Construction Joint Stock Company 515 - Hung Nguyen Company Limited - Duy Ha Gold Company Limited - Construction and Investment Joint Stock Company 18.
Currently, contractors are implementing the construction of items such as roadbed, drainage ditches, cross-culverts, retaining walls and asphalt pavement. The value of implemented output is estimated at 119.5/213.14 billion VND, reaching 56% of the contract value.
Regarding disbursement, the capital allocated in 2023 is more than 108 billion VND. Currently, the investor has disbursed 100% of the capital plan for 2023. The capital allocated in 2024 is 104 billion VND. Currently, the investor has disbursed more than 40 billion VND, reaching 38.84% of the capital plan for 2024.
The project is behind schedule due to land acquisition problems.
According to the Lam Dong Provincial Traffic Project Management Board, immediately after the construction drawing design documents were approved, the unit organized the implementation of stake placement and coordinated with relevant departments and branches to carry out site clearance work.
However, at present, the contractor is only constructing mainly on the area that has been handed over the site, about 5.65/8.91km. The remaining locations are waiting for completion of the approval of compensation payments to households.
Regarding site clearance, in Lac Duong district, units have completed the inventory and compensation plan for 19 affected households.
Lac Duong District People's Committee has issued a decision approving the compensation price for the project in the district. The compensation unit has completed and publicized the compensation plan to affected households (publicization period until September 23, 2024).
In Da Lat city, the Traffic Project Management Board coordinated with the People's Committees of wards and the Da Lat City Land Fund Investment and Development Project Management Board to organize a meeting with residents and completed the asset inventory and prepared compensation plans for 118/118 affected households.
The Traffic Project Management Board has also coordinated with the locality to encourage households to hand over their land before receiving compensation from the construction unit to ensure the progress of the project. To date, 50/118 households in Da Lat city have handed over their land.
In reality, the project still has some difficulties. The reason is that the land area that was recovered belongs to the management and use of households and has been bought and sold.
However, people do not carry out procedures to transfer land use rights according to regulations, causing many difficulties in verifying the origin of the land as a basis for compensation.
On the other hand, currently, the work of building land prices and compensation plans for affected households in Da Lat city is still facing many difficulties, so the plan cannot be completed to submit to competent authorities for approval.
Regarding this work, the Traffic Project Management Board has coordinated with the Department of Natural Resources and Environment of Da Lat City to complete the budget estimate to serve the work of consulting on land compensation price development. On the side of the People's Committee of Da Lat City, it has also submitted to the Department of Finance for consideration and reported to the Provincial People's Committee for comments to advance funds to carry out the above work.
According to the Lam Dong Provincial Traffic Project Management Board, due to the above-mentioned shortcomings, the project cannot be completed in 2024. Therefore, the unit respectfully requests the Lam Dong Provincial People's Committee to consider and approve the adjustment of the project implementation period approved for the 2021-2024 period to the 2021-2025 period.
Regarding this project, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Ngoc Phuc has just signed a document (No. 7751/UBND-KH) on adjusting the construction time of Cam Ly - Phuoc Thanh road.
In particular, Lam Dong Provincial People's Committee assigned the Department of Planning and Investment to preside over and coordinate with the Department of Transport to consider the proposal of Lam Dong Provincial Transport Project Management Board; based on the provisions of law on investment and construction, advise and propose to the Provincial People's Committee before September 30, 2024.
