600 billion VND traffic project in Son La behind schedule due to land clearance problems

Son La - The main urban - inner-city axis road of Moc Chau, 10km long, has not been completed for nearly 4 years due to problems in site clearance.

The project was approved for investment by the People's Committee of Son La province in August 2021 and officially started construction in 2022, but has not yet been completed.

The old Moc Chau Town Project Management Board was assigned as the investor (now Moc Chau Ward People's Committee). The total investment of the project is 600 billion VND. Completion time is in 2024.

After nearly 4 years of implementation, this project is still unfinished and behind schedule, affecting the economic development as well as the local transport infrastructure.

According to the investor's representative, the reason for the project's delay is due to problems in site clearance. Many sections and routes cannot be constructed because the locality has not yet handed over the clean site.

According to the investor's representative, the total land area for the project is 41.9 hectares, of which the area to be cleared is 35.8 hectares, with about 600 households affected.

Up to now, authorities at all levels have approved compensation and support plans for 57 rounds and 1 other support period for 342 households and individuals, with a total cost of over 83 billion VND. The total area of recovered land has only reached about 24.47ha.

From July 1 to now, the Moc Chau ward section has affected 84 households with a total reclaimed area of about 3.14 hectares. The People's Committee of Moc Chau Ward has adjusted the time for investigation, survey, measurement, counting, and announcement of land recovery for 79 households. At the same time, a land inventory was conducted and assets on the land were determined for 23 households.

In Moc Son ward, the total number of affected households is 69 households with a total reclaimed area of 2.83ha. The People's Committee of the ward has issued a notice of inventory of the current status of 26 households and conducted a land inventory and determined assets on the land of 2 households.

The Van Son ward section still has 82 households, individuals and 1 organization affected with a total reclaimed area of about 4.11ha. The People's Committee of the ward has conducted a land inventory, determined assets on the land for 1 organization, 19 households, individuals and is appraising and approving the compensation, support, and resettlement plan for the 58th period...

According to the leader of the Son La Provincial Land Fund Development Center, the implementation of the project's site clearance still has some difficulties and problems.

Some resettlement areas have not completed land acquisition and infrastructure construction, causing difficulties in allocating compensation land for households whose land is recovered.

In addition, some households have not issued a notice of new land recovery due to transfer after the notice of old land recovery and there is no specific land price for households whose residential land is recovered.

In addition, there are some households that were granted land use right certificates before July 1, 2004, but have not clearly shown their residential land location, so it will take time to verify...
