Billion-dollar anti-erosion embankment project after hydropower plant water discharge incident

Bac Kan - Construction at the embankment project to prevent landslides on the Chu and Cau rivers has returned to normal after the Thac Gieng 1 hydropower plant suddenly released water.

The project to repair the erosion of Chu and Cau river banks through Dong Tam town (Cho Moi district) has a total investment of 63.3 billion VND, invested by the Management Board of Agricultural and Rural Development Projects of Bac Kan province. The project started on September 15, 2024 and is expected to be completed on December 31, 2024.

The embankment has a total length of nearly 2,000 m, and is deployed with the goal of preventing riverbank erosion and landslides, ensuring safety for households, cultivated land and constructions along both banks.

However, on November 5, the above project encountered an incident when Thac Gieng 1 Hydropower Plant of Song Da Bac Kan Joint Stock Company, Xuat Hoa Ward (Bac Kan City) suddenly released water, causing flooding, sweeping away many machines and unfinished construction items.

On November 10, according to the reporter's observations at the project, nearly a week after the incident, the flooded area has completely receded and construction activities here have returned to normal.

At some points, the embankment construction items due to low terrain still have a large amount of stagnant water and mud. Large capacity water suction machines are installed by the unit, operating day and night to collect and process the remaining mud and water.

At the construction site, workers and machines were mobilized to speed up progress and complete the project on schedule.

A worker at the project said that the hydroelectric plant suddenly released water, causing widespread flooding of the project. Water overflowed, forcing the construction site to temporarily stop to ensure safety.

"The construction site has returned to normal operations. We are still actively working to fix and drain all the water and mud that has accumulated at the foot of the embankment. However, due to the large amount of water and thick mud that is deeply submerged, handling it is very difficult," said this worker.

Speaking with reporters, Mr. Ma Ngoc Dang - Chairman of Dong Tam town - confirmed that the construction area is currently flooded, the water level has completely receded, and the construction site is also operating again.

"The Thac Gieng 1 Hydropower Plant released water unexpectedly, and the locality did not receive any notice. The release of water caused flooding and damage in the downstream area of ​​the river as well as at the embankment project to prevent landslides on the Chu and Cau rivers, causing disruptions and affecting the progress of this project," the leader informed.

Previously, as Lao Dong reported, at around 3:00 a.m. on November 5, Thac Gieng 1 Hydropower Plant of Song Da Bac Kan Joint Stock Company suddenly released water, causing severe damage to the downstream area.

A large amount of water poured into the embankment construction project to repair landslides on the Chu and Cau rivers through Dong Tam town, Cho Moi district, with initial damage estimated at more than 120 million VND.
