National Highway 24B expansion project congested in railway overpass construction plan

More than 2.5km of land has been handed over to construct the expansion of National Highway 24B, Quang Ngai, but some households at the beginning of the route have not agreed with the railway overpass construction plan.

Narrow national highway, frequent congestion

National Highway 24B has a length of 108km, is a vital traffic route connecting Dung Quat Economic Zone, Tinh Phong Industrial Park, Quang Ngai. The traffic volume of people and vehicles is crowded, but the road surface is too narrow (only 2 lanes), so accidents and traffic jams often occur.

The project to expand and upgrade National Highway 24B has a total investment of more than 679 billion VND (nearly 600 billion VND from the central budget) invested by the Quang Ngai Provincial Traffic Construction Investment Project Management Board. Implementation progress from 2023 to 2027, in which the investment preparation phase is 2023 - 2025; the investment implementation phase is 2025 - 2027.

According to the investor, the project has been handed over about 2.5km/6.75km of site, reaching more than 37% of the route length. The investor is coordinating with Truong Quang Trong ward and Son Tinh commune to accelerate inventory, preparation, appraisal and approval of compensation plans.

The goal is to hand over more than 4.7km/6.75km by September 30, 2026, reaching 70% of the route length and basically completing compensation and site clearance work in 2026. According to reporters' records on September 18, in the areas that have been handed over, construction units are mobilizing manpower and machinery to pour soil and create ground. Right in the Ba Ta bridge area, Son Tinh commune, the first girder slabs have been completed. Workers continue to process steel to produce the remaining girder slabs.

Remove bottlenecks to accelerate progress

Currently, the investor is inventorying and evaluating about 250 households with land and architectural structures located in the traffic safety corridor to mobilize dismantling and hand over the site.

Mr. Dinh Van Bach (57 years old), in Son Tinh commune, said that for many years living and working along National Highway 24B, he has witnessed the increasing number of vehicles passing by, while the road surface is narrow and many accidents have occurred. Therefore, when the State invested in expanding the road, his family agreed to dismantle the affected part of the project and cut down green trees to hand over the site.

The major bottleneck currently lies at the beginning of the route in Truong Quang Trong ward. Some households with land affected by the project have not agreed with the railway overpass construction plan because of concerns about affecting their business and reducing the value of their land.

Mr. Nguyen Trung Nghia - Deputy Head of Project Management Department 3, Quang Ngai Provincial Traffic Construction Investment Project Management Board - said that thanks to the attention and involvement of local authorities, the Project Management Board has directed contractors to actively support people to dismantle and clean up houses, hand over land to deploy project construction. The goal is that by the end of September 2026, about 70% of the land on the entire route will be handed over to the construction unit.
