On April 29, information from Nghe An Provincial People's Committee said that Vice Chairman of the Provincial People's Committee Hoang Phu Hien chaired a working session with departments, branches, Nam Dan district and Project Management Board 85 to remove obstacles to site clearance for the National Highway 46 renovation and expansion project, Vinh - Nam Dan section.
Accordingly, Vice Chairman of Nghe An Provincial People's Committee Hoang Phu Hien requested Nam Dan District People's Committee to complete the handover of the entire site before June 20, 2025.

Specific milestones are set: Handover of vacant land plots before May 30.4; remaining agricultural land before May 10.5; residential land and resettlement infrastructure before May 20. The inventory and counting work must be completed before May 20.
For the technical infrastructure system, the People's Committee of Nam Dan district must urge the relocation of water supply and telecommunications works before May 30.; lighting infrastructure, trees before May 20 and medium and low voltage power before May 30. In case of difficulties, there must be a document promptly proposing a specific plan.
The Department of Construction is assigned to preside over and urge site clearance; the Department of Finance must promptly advise on funding for relocating the project within 3 days from receiving the proposal. The Department of Agriculture and Environment is also required to prioritize handling related records to remove obstacles.
Project Management Board 85 was directed to proactively coordinate with localities, update detailed progress of each household, and report to the Provincial People's Committee periodically and suddenly. At the same time, the contractor must concentrate machinery and human resources to construct the sections where the site is available, ensuring traffic safety, environmental sanitation and irrigation systems for production.
Notably, Nghe An Water Supply Joint Stock Company is also required to urgently relocate water pipes before May 10 for sections that have been cleared, while maintaining staff at the site to coordinate construction.
Vice Chairman of the Provincial People's Committee Hoang Phu Hien emphasized: Localities and units must resolutely carry out their tasks, not to let the project progress be affected, because this is a key project, contributing to promoting infrastructure connectivity and socio-economic development of the province.
Previously, as reported by Lao Dong Newspaper, the project to renovate and expand National Highway 46 from Nam Giang commune to Nam Dan town (Nam Dan district), with a total investment of 500 billion VND from the central medium-term capital, is facing the risk of being behind schedule due to problems in site clearance.
According to Nam Dan District People's Committee, only about 6km/10.69km of the route length has been handed over so far (56%). The remaining site is facing many difficulties and problems, while according to the requirement, the site must be handed over in May, ensuring the project completion progress in 2025.
