Encountering site clearance
These days, at the Nguyen Hoang road expansion project construction site (Hue City), hundreds of workers and many machines and vehicles are being mobilized to speed up the construction progress of items.
Along both sides of the route, many households have handed over the site, construction forces are urgently dismantling the works, leveling and transporting rubble to create a clean site to serve the project. Trucks continuously enter and exit the construction site to transport materials, soil and rocks, creating a bustling construction atmosphere throughout the route. Despite the hot weather and high traffic density, construction teams are still deployed simultaneously to ensure project progress.
The Hue City Traffic Construction Investment Project Management Board said that the project to expand Nguyen Hoang road and Nguyen Hoang bridge coincides with the center line of Ring Road 3, with a total investment of more than 2,281 billion VND. The project affects 134 households in Kim Long ward. Up to now, most people have agreed to hand over the site for construction.
According to the design, the road is more than 1km long, the starting point connects the North roundabout of Nguyen Hoang bridge, the ending point is at the Ly Nam De intersection, Kim Long ward. The project is invested according to urban main street standards with a design speed of 60km/h, a cross-section width of 43m including 6 car lanes, a median strip of 5m wide and sidewalks of 8.5m wide on each side.
However, according to the investor, the overall progress of the project is still affected because some households have not handed over the land.
Will be forced to hand over the land
Mr. Bui Ngoc Chanh - Head of Site Clearance Department, Area 1 Investment Project Management Board - Hue City - said that the Nguyen Hoang road and Huong River overpass project have currently cleared more than 89.6% of the affected area.
To date, functional agencies have approved 20 decisions to recover land and relocate technical infrastructure for 134 land plots, with a total compensation and support cost of more than 292.7 billion VND. Of which, more than 227.2 billion VND has been paid, and about 60.5 billion VND has not been paid. Currently, 120/134 land plots have been handed over to the Hue City Traffic Construction Investment Project Management Board for construction. However, there are still 14 land plots that have not been handed over due to obstacles. Among them, the section from Kim Long street to Pham Thi Lien street still has 13 cases that have not agreed on a compensation plan. Some households have proposed land compensation according to location 1, requested additional residential land compensation, arranged resettlement in the form of "land for land exchange" or proposed consideration for support for the area outside the land use right certificate.
Kim An Pagoda has not yet agreed to receive money and hand over the site due to complaints related to agricultural land compensation. In the section from Pham Thi Lien street to Ly Nam De street, a contract inheritance case also requested to be compensated for the entire area of residential land that was recovered.
