At the January meeting on the morning of January 15, the People's Committee of Hai Duong province reviewed the report of the Department of Home Affairs on the Project to reorganize the apparatus of specialized agencies under the People's Committee of the province.
According to the draft project, the total number of departments and agencies after the rearrangement of Hai Duong province is 13 departments (reduced by 5 departments). Of which, the Provincial Inspectorate and the Provincial Industrial Park Management Board remain unchanged. The 10 departments that will be merged are the Department of Planning and Investment and the Department of Finance; the Department of Transport and the Department of Construction; the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; the Department of Information and Communications and the Department of Science and Technology; the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs.
The Departments of Education and Training, Health, Industry and Trade, Justice, Culture, Sports and Tourism, and the Provincial People's Committee Office receive and transfer a number of tasks from departments and branches to carry out the arrangement.
The total number of professional and equivalent departments after the reorganization will be reduced by 29 departments (from 128 to 99), reaching a rate of 22.6%, not including the Office and Inspectorate (of 10 merged departments). According to the draft project, initially, 5 department directors will be reduced; 29 department heads will be reduced.
Commenting on this content, the Chairman of the Provincial People's Committee requested the Department of Home Affairs to absorb the opinions of departments, branches and members of the Provincial People's Committee to continue to complete the draft Project. In which, it is necessary to closely follow the guiding documents of the Central agencies. At the same time, coordinate with departments and branches to continue reviewing to proactively plan to continue streamlining the organization and staffing in the next phase.
Regarding the proposal to the Provincial People's Committee to report to the Provincial People's Council for the policy of issuing a Resolution of the Provincial People's Council on support policies for cadres, civil servants and public employees who quit their jobs during the implementation of organizational restructuring in Hai Duong province, the Chairman of the Provincial People's Committee requested the Department of Home Affairs to continue researching to propose appropriate support policies, regulations on time and subjects of support.
