On the morning of April 22, Tuoi Tre Newspaper organized a seminar "To connect VNeID safely and conveniently" to promote effective connection between agencies, businesses and people with VNeID - a national electronic identification application.
Expected to provide identification accounts to foreigners from July 1
At the seminar, Major Tran Duy Hien, Deputy Director of the National Population Data Center (Department C06, Ministry of Public Security) shared the features of VNeID.
Mr. Hien said that in the initial stage when the Center was formed, it focused on building a national population data system to solve the problem of converting paper household registration books into electronic data and all information of the people will be in the national population data system.
After collecting more than 104 million people's data and issuing identification numbers, a campaign was launched to issue 100% of chip-embedded citizen identification cards (now ID cards) and electronic identification cards to people. The chip-embedded citizen identification card has replaced the 12-digit ID card.
He said that the chip-embedded citizen identification card has integrated many technologies such as QR code lines to facilitate people when declaring as well as receiving records and information of people from agencies and organizations and to be more secure when integrating chip-embedded information.
With the goal of digital citizens, digital society, and digital government, Department C06 has continued to advise on providing electronic identification accounts to people, which is a tool for people to participate in the digital environment.
Mr. Hien said that up to now, more than 62 million electronic identification accounts have been granted and activated to people. The rate of VNeID users in 2024 and early 2025 is an average of 3 - 6 million/day (3 - 4 times higher than in 2023).
More than 292 million identification accounts have been granted to organizations on VNeID, because from July 1, organizations when implementing in the public service environment must also have identification accounts like normal people.
It is expected that from July 1, it will implement the issuance of identification accounts to foreigners. "There will be identification of individuals, organizations, and foreigners and it is expected that 1.7 will be implemented synchronously," Mr. Hien added.
Ensuring data security for all people
Data security and ensuring a smooth system operation are extremely important. The VNeID App is an all-people app, everyone can use it, but safety is the top priority, then convenience comes.
Mr. Hien emphasized that for VNeID to operate safely and conveniently, it has implemented 5 important requirements including legality, data, security and safety, infrastructure, and resources.
He cited that in addition to the information that Department C06 proactively integrates into the application, people who need to integrate documents will be completely proactive. But the important factor is to ensure information security and all integrated information must have the consent of the people, the people also have their integration requirements canceled, at the same time, know what that content is used for.
According to Mr. Hien, there have been connections with 12 banks for banks to exploit data. But it is not the case that C06 proactively exploits data and transfers it to the bank that the bank sent a request to, but C06 will still have to ask the people on VNeID if they agree to share the information.
"That is a mandatory safety factor that must be implemented and complied with when deploying utilities on VNeID," Mr. Hien stated.
In addition to proactively researching, developing, and consulting on utilities on VNeID, the Center also established social networking sites on Facebook and Zalo, receiving comments from people to perfect, making VNeID the most convenient.
In his opening speech, Mr. Tran Xuan Toan, Deputy Editor-in-Chief of Tuoi Tre Newspaper, stated that VNeID is a "super app" of e-wallets and documents directly developed and developed by the Department of Administrative Police for Social Order (C06). Up to now, there have been more than 60 million user accounts.
Mr. Toan assessed that the "super app" VNeID is not only for a group of people but for all people, from children to the elderly. "This is an e-wallet, which includes many types of documents and instead of keeping documents in safe houses and physical wallets, now documents have been included in this digital platform for convenient use" - Mr. Toan said.
The discussion hopes to clarify the contents for using VNeID to ensure safety and convenience, because recently people have been confused about some scams.
