The Ministry of Health is drafting a Circular regulating prescriptions and prescriptions of pharmaceuticals and biological products for outpatient treatment.

According to the draft, regarding the subjects of application, in addition to keeping some provisions in Circular No. 52/2017/TT-BYT, in the draft, the Ministry of Health proposed to amend a number of contents. Including regulations on prescribing electronic drugs.

According to the draft, electronic prescriptions are made, displayed, signed, shared and stored electronically to meet the provisions of this Circular and have the same legal value as paper prescriptions.

The prescription is prescribed on the computer once and stored on the software at the medical examination and treatment facility. For prescription "N" (prescription "N" is used to prescribe addictive drugs at medical examination and treatment facilities with beds) and prescription "H" (prescription "H" is used to prescribe herbal medicine, precursor drugs) need to be printed for patients and stored at medical examination and treatment facilities.

Medical examination and treatment facilities must ensure the storage of prescriptions to extract data when necessary.

Medical examination and treatment facilities must prescribe drugs electronically as prescribed in this Circular according to the specific roadmap as follows:

From the effective date of this Circular, medical examination and treatment facilities organized as hospitals classified as specialized medical examination and treatment must prescribe drugs electronically.

No later than January 1, 2026, medical examination and treatment facilities with the form of a hospital classified as a medical examination and treatment must basically prescribe drugs electronically.

No later than January 1, 2027, other medical examination and treatment facilities that prescribe drugs according to the provisions of the law on medical examination, treatment and pharmacy must prescribe drugs electronically.
