On May 27, according to Lao Dong Newspaper's source, the Standing Committee of the Cao Bang Provincial Party Committee has just issued Directive No. 05-CT/TU on strengthening leadership and direction in deploying the arrangement of villages and residential groups and arranging, using, and implementing regimes and policies for non-specialized personnel at the grassroots level in the province.
According to the Directive, the arrangement of villages and residential groups and the arrangement and use of non-specialized personnel are identified as particularly important and urgent political tasks in 2026 to streamline the apparatus and improve the effectiveness and efficiency of the grassroots political system.
The Standing Committee of the Provincial Party Committee requests Party committees and authorities at all levels to implement drastically and synchronously, ensuring compliance with regulations and progress; taking the effectiveness of serving the People, social consensus and the actual operating results of the grassroots political system as a measure.
Notably, the province requires the termination of activities for non-specialized commune-level workers under the old model before May 31.
At the same time, complete the plan for arranging, using and resolving regimes and policies before June 30, ensuring objectivity, publicity, transparency, and compliance with regulations.
The directive shows that the selection and arrangement of people to operate in villages and residential groups must ensure political bravery, prestige among the people, sense of responsibility, organizational capacity to perform tasks and the ability to apply information technology.
The province also prioritizes young officials with innovative thinking, digital skills, the spirit of daring to think, daring to do, daring to take responsibility for the common good; and at the same time does not arrange cases of low prestige, weak capacity, violations of discipline or causing internal disunity.
The Standing Committee of the Cao Bang Provincial Party Committee requests to complete the overall plan for arranging villages and residential groups in the province before June 10, 2026; communes and wards complete specific projects before June 30, 2026.
The Directive emphasizes that arrangement must be linked to digital transformation, building digital government, digital communities and gradually forming "digital villages", "digital residential groups", meeting the requirements of operating the 2-level local government model in the new period.
