According to the report of the People's Committee of Ha Long City, as of October 2024, the whole city has 117 schools; of which, there are 95 public schools, 22 non-public schools, with nearly 100,000 students at all levels, an increase of 1,274 students - equivalent to 68 classes compared to the 2023 - 2024 school year.
The city currently has 3,297 people working in the education sector. Compared to the quota, there is a shortage of 1,008 workers; compared to the payroll and contracts assigned by the province, there is a shortage of 123 people.
Regarding teachers, the total number of teachers in public kindergartens and primary schools in the city is 2,904 (including 2,804 and 100 labor contracts). Compared to the prescribed teacher quota, there is a shortage of 582 teachers (144 teachers in kindergarten; 127 teachers in primary school; 311 teachers in secondary school).
Some subjects lack many teachers, such as English, IT, and Physical Education. Compared to the assigned staff, the contract is short of 114 people.
Due to the sudden increase in population, the number of classes and students per class in central city schools exceeds the regulations, affecting the management and organization of teaching and learning at schools.
The number of employees (teachers and staff) is still lacking, leading to difficulties in teaching and organizing educational activities in schools.
Faced with that situation, in the immediate future, the People's Committee of Ha Long City has directed the Department of Education and Training to coordinate with the Department of Internal Affairs to advise on the implementation of teacher contracts lacking in the staffing quota and assigned labor contract quota; advise on receiving to the city teachers from districts, towns, and cities in the province who are capable, qualified, and have achievements in work to promptly supplement teachers for schools lacking teachers.
Along with that, the People's Committee of Ha Long City proposed that the People's Committee of Quang Ninh Province recommend the Ministry of Education and Training and the Ministry of Home Affairs to advise and propose the Government to consider assigning additional teacher quotas to Quang Ninh Province to allocate to localities because every year, Ha Long City has a high rate of mechanical population growth, leading to an increase in classes, an increase in students, and an increase in the need for teachers.
It is known that in the recent recruitment of additional teachers, most districts, towns and cities in Quang Ninh encountered difficulties due to the low number of applications. Notably, in Mong Cai City, the recruitment target was 282 teachers, but only 62 people submitted applications.
