Trillion-VND road in Hanoi has been technically opened to traffic but still has site clearance problems

Hanoi - Ring Road 2.5, Dam Hong section - National Highway 1A, technically opened to traffic 2 months ago, but so far site clearance has not been completed.

The investment project to build Ring Road 2.5, Dam Hong - National Highway 1A section was started in 2014 with a length of 1.6km, total investment of about 1,317 billion VND under the BT (build - transfer) contract form, expected to be completed in 2017.

However, the project progress was delayed due to problems in site clearance and waiting for BT contract extension.

By 2020, when only about 40% of the workload was completed, the project had to be temporarily suspended.

After 5 years of suspension, by the end of May 2025, Hoang Mai - Hanoi Construction Investment Co., Ltd. (project enterprise) will organize the Groundbreaking Ceremony for the 2.5 Ring Road project, Dam Hong - National Highway 1A section.

The Hanoi Traffic Construction Investment Project Management Board said that the section from Km0+320 (lane 192 Le Trong Tan) to Km1+600 (adjacent to the Ring Road 2.5 and Giai Phong tunnels) with a length of 1,280m has been technically opened to traffic from February 10, 2026.

For the remaining items, the investor/project enterprise continues to deploy construction to complete the project.

Currently, the Ring Road 2.5 project, Dam Hong - National Highway 1A section, still has problems in site clearance.

Specifically, in Dinh Cong ward, there are still 2 cases of encroachment on the red line boundary that have not been cleared (located in the sidewalk construction section).

Currently, the investor/project enterprise is coordinating with Dinh Cong Ward People's Committee to implement it.

In Phuong Liet ward, there are still 2 households with an area of 59.3m2 (1 household recovered 6.1m2/12.98m2 and 1 household recovered 53.2m2/110.9m2) belonging to the project of the Housing and Urban Development Investment Corporation located within the sidewalk area of the Ring Road 2.5 project that have not carried out site clearance work.

On January 27, 2026, Phuong Liet Ward People's Committee issued Document No. 216/UBND-BQLDA to the Housing and Urban Development Investment Corporation to coordinate and sign land clearance contracts for the above 2 households.

The Hanoi Traffic Construction Investment Project Management Board proposed that the City People's Committee consider and give opinions directing the Housing and Urban Development Investment Corporation to sign a land clearance contract with Phuong Liet Ward People's Committee for 2 households with an area of 59.3m2 located within the boundary of Ring Road 2.5.

Dinh Cong Ward People's Committee coordinates with relevant functional units to definitively handle the remaining contents for cases of re-encroachment within the project scope.
