Component project 2.1 - construction of the Ring Road 4 parallel road section through Hanoi is about 58km long, passing through 17 communes and wards. The project has 4 packages with 11 contractors participating in the construction.
After more than 2 years of construction, up to now, package 8 by a consortium of 3 units has the best output on the entire route, reaching 83%.
Talking to Lao Dong, Mr. Do Ngoc Sam - Commander of Package No. 8, Truong Son Construction Corporation (Ministry of National Defense) said that the contractor has received 100% of the clean site.
"The progress of package 8 is being guaranteed by contractors, and will be completed in 2025" - Mr. Sam said.

In package 9 constructed by the contractor of Vietnam Construction and Import-Export Joint Stock Corporation - Vinaconex, the progress is currently about 75%. Mr. Nguyen Hoang Hai - Commander of Package No. 9 said that the contractor is speeding up the progress in the sections with cleared land.
However, in package 9, there are still 3 residential areas and a factory that have not been handed over the site, in O Dien, Hoai Duc and An Khanh communes.
Mr. Hai said that in the past, the contractor has actively coordinated with local authorities to remove obstacles in site clearance (GPMB), but it is not clear when the entire site will be handed over from the locality.
"If we receive enough land this year, the contractor will also need at least 4 months to complete the construction of the sections without having to treat weak soil. With the sections that have cleared the ground, the contractor strives to complete it this year" - Mr. Hai said.

Package 10 is undertaken by a consortium of 4 units. This is a package with slower progress than other packages. Due to the need for a long time to treat weak soil, the workload has only reached about 50%.
According to Mr. Doan Viet Thang - Commander of Package 10, Corporation 319 (Ministry of National Defense), there are still some households that have not been cleared for site clearance, along with the low-voltage power line under 35kV, making construction not seamless.
"The section from National Highway 21B to the Southern Axis Road has not been loaded and the weak soil has not been handled by the two contractors. It is expected that the unloading and construction of the remaining items will be completed by Lunar New Year. Meanwhile, the section of the route taken up by Corporation 319 still ensures the set progress" - Mr. Thang shared.

Mr. Thang said that when the project started in June 2023, the city set a goal of handing over the entire site to contractors by the end of 2023, but up to now (October 2025), the site clearance work has not been completed.
"The site is not smooth, causing many difficulties for contractors in moving equipment, machinery, and construction materials. The characteristic of the project is that the route is new, with few access roads, completely different from the renovation project. Many sections of the route have now been temporarily suspended due to land clearance problems, said Mr. Thang.
Thus, with the difficulties that packages 9 and 10 are facing, the Ring Road 4 parallel road will not be able to be completed in 2025 as the target set by Hanoi City.
As for package 11 with the construction of a consortium of 3 units, the progress of the package is currently about 65%. There is still a pumping station on the route that has not been relocated. For the remaining sections, contractors are speeding up the progress, striving to complete in 2025.
Delay site clearance progress until the fourth quarter of 2025
In early August, Chairman of the Hanoi People's Committee Tran Sy Thanh signed a decision to adjust the progress of Component Project 1.1 (compensation, support, and resettlement under the Ring Road 4 Construction Investment Project).
Accordingly, all site clearance work must be completed in the third quarter of 2025; acceptance, handover and settlement procedures will be carried out in the fourth quarter of 2025.
At the conference on capital investment and construction in the entire Hanoi City in the fourth quarter of 2025 held on October 23, Chairman of the Hanoi People's Committee Tran Sy Thanh directed departments, branches and localities to focus on removing obstacles, enhancing dialogue, mobilizing people to agree to hand over the site, speeding up the construction progress of the Ring Road 4 project.
