During the stormy days, when many places in Van Hoi commune were isolated, floodwaters swept away everything, many families lost their belongings and lacked food and necessities.
In the midst of that difficult time, the image of police officers in their wet uniforms, shouting until their voices were hoarse so that their teammates could promptly transport relief boxes to isolated houses, is still fresh in the memory of every citizen.
Ms. Nguyen Thi Xuan (52 years old, Van Hoi, Tran Yen) tearfully recalled: "When the water rose, my house was flooded and isolated, my family did not know how to survive. While we were shivering, Uncle Dong and the rescue team appeared. Because our house was close and we knew the terrain, Uncle Dong volunteered to wade into the water to bring us relief meals."
Most of the necessities sent to households around the area were through Major Dong. During the peak days of the floods - according to the rescue team, Major Tran Dong personally transported nearly 4,000 meals to people, regardless of day or night, regardless of the weather. Not only taking care of the people of Van Hoi commune, Major Tran Dong also participated in supporting neighboring localities to help them overcome the consequences caused by floods.
The flood has basically subsided, tens of thousands of Yen Bai households have returned to rebuild their homes, but the small house of the commune police chief will now be without the family's breadwinner. At around 10am on September 15, while on flood duty at the headquarters, Major Dong suddenly passed away.
Present at Khe Ngang village, Hung Khanh commune on September 16, the funeral of Major Tran Dong took place in a solemn and emotional atmosphere.
Family, teammates and local people gathered in large numbers, everyone choked up at this great loss.
Mr. Luong Ngoc Tan, Head of Khe Ngang Village, Hung Khanh Commune, shared: "Dong was born into a family with a rich revolutionary tradition. Since childhood, he has been a good child, very good at studying, hard-working and always sociable with everyone. When I heard the news, I was shocked and could not believe it because Dong was so young."
Mr. Tan added that Major Tran Dong's family situation is very difficult, his wife is a teacher, he has 2 young children - one in 5th grade and one 3 years old. Major Tran Dong currently does not have his own house, the whole family is living with his wife's family on Thanh Nien street, Co Phuc town, Tran Yen district.
"Dong's father just passed away 2 months ago, and now he has passed away too," Mr. Tan choked up.
According to Chairman of Tran Yen District People's Committee Tran Ngoc Thu, in the process of performing the task of natural disaster prevention and overcoming the consequences of floods caused by storm No. 3, the workload was large and the task was carried out continuously for many days.
