At 3:00 a.m. on September 11, from Thanh Hoa, Ms. Hoang Thi Thanh Huyen's group and trucks carrying more than 40 tons of necessities including: clean water, milk, medicine, dry food, bread, instant noodles, fresh porridge boxes, sausages, rechargeable flashlights, raincoats, life jackets... headed to Luc Yen district, Yen Bai province to support people in flooded areas.
After 7 hours of traveling, the group arrived in Yen Bai city but could not go to Luc Yen district due to landslides. Ms. Huyen's group and the truck carrying the goods had to return to National Highway 2 to go to Tuyen Quang - Ha Giang and then return to Luc Yen district.
“Because we were not updated with the traffic situation, the journey was very difficult, we have been traveling for 15 hours and still haven’t arrived. We will try to be in Luc Yen district tonight to provide support to the people,” said Ms. Huyen.
According to the Steering Committee for Natural Disaster Prevention and Search and Rescue of Yen Bai, as of September 11, the whole province had 44 dead and missing people and 22,365 houses damaged and flooded.
In addition, there are hundreds of landslides and flooding on national highways, provincial roads, commune and village roads, causing traffic jams and difficulties in travel.
Due to deep floodwaters, relief vehicles had great difficulty in traveling and transporting relief goods. On the afternoon of September 11, the Department of Transport of Yen Bai province announced to pay attention to people and vehicles traveling from Yen Bai city to localities along the routes.
Go to Luc Yen district
Currently, National Highway 70 has many flooded and landslide areas, ensuring traffic flow is a long process. Therefore, the option to go to Luc Yen district from the center of Yen Bai city (Km5 roundabout - 19/8 Square) is to follow Dinh Tien Hoang Street to National Highway 37 or Nguyen Tat Thanh Street to National Highway 37, towards Yen Binh town, then turn left to National Highway 2D (old Hoang Thi Street) - go to National Highway 37 - turn right to Thac Ong bridge (Thac Ba town) - go to Yen The - Vinh Kien Street (DT.170) - go to Yen The town, Luc Yen district.
Note, there are some locations with local flooding (especially Han Da commune section), vehicles can follow the rural roads in the area (Dam Road 8) to pass or wait for the water to recede.
Go to Van Yen district
Currently, the Yen Bai - Khe Sang provincial road (DT) 163 and the Au Lau - Dong An road (DT.166) have many locations deeply flooded due to the rising water of the Red River. Therefore, the plan to go to Van Yen district is as follows: from the center of Yen Bai city (Km5 roundabout - 19/8 Square) go to Au Co road - take Noi Bai - Lao Cai highway to IC 14 intersection - Mau A town, Van Yen district.
Go to Nghia Lo town and Western districts: Van Chan, Tram Tau, Mu Cang Chai
Currently, the section of National Highway 37 from Yen Bai city center to Yen Bai bridge has many locations deeply flooded due to the rising water level of the Red River. Therefore, drivers from Yen Bai city center (Km5 roundabout - 19/8 Square) - go on Au Co street, cross Van Phu bridge - turn right to National Highway 32C to Noi Bai - Lao Cai expressway - National Highway 32 (Bo Dai slope) - turn left to National Highway 37 (Ngo Minh Loan street) - to Ba Khe National Highway 32 continues to Van Chan district, Nghia Lo town, Tram Tau district and Mu Cang Chai district.
According to the latest information received, the road to Van Chan from the IC12 intersection of Provincial Road 172 (via Dai Lich - My) has collapsed and broken the Van Hoi slope (through Van Hoi Intersection to Van Chan about 500 meters near the wood chip factory - collapsed where the road was reinforced with a negative slope by a concrete retaining wall) so it will be impassable. Therefore, everyone needs to know to have a suitable travel plan.
People and support groups can move from Van Chan to National Highway 37 to Hop Minh (Yen Bai city), turn right over Gioi Phien bridge, Tuan Quan bridge, or onto Au Co street to enter Yen Bai city, or go to IC12 intersection.
Go to Tran Yen district
Currently, the roads to the center of Tran Yen district are still deeply flooded and impassable. Currently, a temporary road has been opened for rescue and relief units from Noi Bai - Lao Cai highway (Y Can commune area) - to Co Phuc bridge - Tran Yen district.
