On March 20, the Office of the People's Committee of Ca Mau province said that the Provincial People's Committee has decided to adjust the implementation time of the Ninh Quoi - Ngan Dua road upgrade and expansion project, extending it to 2026.
The project implementation time is adjusted from the 2019–2025 period to 2019–2026. Previously, the project had been adjusted many times through decisions and documents of the Bac Lieu Provincial People's Committee (old).
The project has a total investment of more than 271 billion VND, a length of about 10.9km, passing through Ninh Quoi and Hong Dan communes (Ca Mau province). The project is designed according to level IV plain road standards, design speed of 60km/h; road surface width of 7m, roadbed width of 9m, high-grade road surface structure A1, with drainage system and auxiliary works.

According to the Ca Mau Provincial Traffic Construction Project Management Board, to date, the project has completed over 91% of the construction volume; the contractor has completed the entire route and 4 bridges, and 1 bridge is still under construction.
The main reason for the slow progress is obstacles in site clearance work. Ca Mau Provincial People's Committee has requested relevant units to urgently review and thoroughly handle cases that have not been handed over land to soon complete the project.
Although it has reached more than 90% of the volume, many sections on the route are still not completed, causing difficulties for traffic. In the sunny season, the road surface is dusty; in the rainy season, many potholes and craters appear, water stagnates into large puddles, posing a potential risk of traffic unsafety, especially at night.

Mr. Nguyen Van Ut, living along the route, said: "The Can Tho - Ca Mau expressway started construction in January 2023 and was completed by 2025, while this road has been built since 2019 and has not been completed yet, I don't know when it will be completed.
Notably, bridge 6000 (near the old Ninh Hoa Commune People's Committee headquarters) has not completed the access road, people have to cross a narrow temporary iron bridge, while the bridge abutment shows signs of subsidence, posing a potential risk of traffic unsafety.
The section from Ba Hien bridge to bridge 8000 in Hong Dan commune is a difficult area to travel to because the road surface is not complete and often damaged.
The prolonged construction has caused traffic connecting the center of Hong Dan, Ninh Thanh Loi, Vinh Loc communes with Quan Lo - Phung Hiep road, National Highway 1A to face many difficulties.
