On July 19, Gia Lai Provincial Inspectorate issued Inspection Conclusion No. 18/KL-TTT on the topic of inspecting redundant houses and land after arrangement in the province, from March 1, 2025 to April 30, 2026.
The inspection conclusion shows that the Department of Finance is still slow in urging, supervising and inspecting the organization of the implementation of plans to arrange and handle houses and land that have been approved by competent authorities.
An Phu Ward People's Committee and Phu My Commune People's Committee have not issued plans or directives on handling redundant houses and land. Meanwhile, Phu Cat Commune People's Committee and An Hao Commune People's Committee have not assigned specific focal points to manage and use public assets.
In addition, the guidance, inspection, urging and synthesis work of the Department of Finance is still not tight and not timely.
Notably, 100% of units inspected have not carried out procedures for registering changes in land use rights and ownership of assets attached to land as prescribed in Article 133 of the 2024 Land Law.
Through review, the Provincial Inspectorate determined that there are 8 facilities using inconsistently with standards and norms; many redundant houses and land facilities are in a state of not being effectively managed and exploited.
14 vacant facilities show signs of encroachment or the existence of people's works on land; 7 facilities have legal problems; 3 facilities are vacant but assigned to the wrong management area.
According to the inspection conclusion, the responsibility belongs to the Department of Finance, the Provincial Land Development Center and the People's Committees of relevant communes and wards.
Gia Lai Provincial Inspectorate proposed that agencies and units organize serious self-criticism for collectives and individuals who made shortcomings and violations; and at the same time fully implement remedial measures according to the inspection conclusion.
The inspection agency also requested the Department of Finance to preside over and coordinate with relevant departments and branches to build and operate a unified database throughout the province on redundant public houses and land after arrangement.
At the same time, strengthen inspection and supervision of the management and use of surplus houses and land; promptly handle acts of encroachment, misuse or arbitrary change of the current status of public assets.
