On January 10, Gia Lai Provincial People's Committee said that it has proposed to the Standing Committee of the Provincial People's Committee to approve the policy of extending the implementation time of the support policy according to Resolution No. 10/2025/NQ-HDND dated October 27, 2025 of the Gia Lai Provincial People's Council for households and individuals with fishing vessels that do not meet operating conditions until the end of the first quarter of 2026.
According to the proposal, the subjects of application include ship owners and crew members operating on ships that meet the conditions for registration, inspection, licensing or operating in a wrong profession as prescribed.
Previously, implementing the Resolution of the Provincial People's Council, Gia Lai Provincial People's Committee has implemented support for ship owners and crew members of 424 fishing vessels subject to clearance. Each ship owner and actual members of the household are supported with equivalent to 30kg of rice/person/month; each ship owner household is supported with an additional 3 million VND/ship/month in cash.
From September 2025 to the end of 2025, localities have spent support with a total amount of more than 5.7 billion VND.
However, the process of changing professions, dismantling (dismantling, liquidating) fishing vessels or finding replacement livelihoods for fishermen cannot be implemented immediately, while the lives of many households are still difficult. Therefore, there needs to be timely support from the local budget to stabilize fishermen's lives, ensure social security, maintain political and social stability and create consensus in implementing the policy of combating illegal, unreported, and unregulated (IUU) fishing.
On the other hand, it is expected that at the end of February or early March 2026, the European Commission's Inspection Delegation will come to Vietnam to inspect and consider lifting the yellow card warning for the Vietnamese seafood industry for the 5th time.
Therefore, in the coming time, it is necessary to continue to tighten the management of fishing fleets, gradually eliminate vessels that do not meet the conditions to participate in seafood exploitation activities, in order to ensure compliance with international regulations and commitments on combating illegal seafood exploitation.
Not allowing fishing vessels that do not meet the conditions to continue operating has led to the situation of many ship owners losing their jobs, having difficult lives, directly affecting social security. Therefore, issuing a resolution to extend the time to enjoy support policies is necessary, objective and urgent.
