On November 5, Gia Lai province decided to establish a Forward Command Headquarters located in An Nhon ward, headed by Mr. Pham Anh Tuan - Chairman of the Provincial People's Committee, Head of the Gia Lai Provincial Civil Defense Command.
The Deputy Heads of the Committee include Mr. Cao Thanh Thuong - Director of the Department of Agriculture and Environment; Colonel Nguyen The Vinh - Commander of the Provincial Military Command and Major General Le Quang Nhan - Director of the Provincial Police.

The Forward Command maintains a 24/7 duty, coordinates forces and means, and reports quickly, periodically and suddenly. The local management teams inspected the evacuation of people, protected the dam, and implemented the "4 on-site" motto.
At noon of the same day, the Department of Construction of Gia Lai province said that it had requested project investors to sign a commitment and immediately lower tower cranes at construction sites to ensure safety when storm Kalmaegi (storm No. 13.) made landfall. This work must be completed this afternoon.
In a meeting with 135 communes and wards on the same morning, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan continued to warn that this is a very strong storm with terrible destructive power, causing heavy rain and floods, with flood peaks exceeding all levels that had ever occurred in the old Binh Dinh (now the eastern area of Gia Lai). Currently, the center of the storm is expected to still be directed towards the province.
Mr. Tuan requested localities and units, departments and branches to focus on protecting works, tying up houses, pruning trees, and lowering cranes at construction works to minimize risks when storms make landfall.
