In response to the developments of storm No. 3 (storm Wipha), the Civil Aviation Authority of Vietnam held a meeting in person and online on the afternoon of July 21, connecting from the Directorate's headquarters to the connecting points of ACV and the Northern and Central Airports Authority.
At the meeting, Deputy Director of the Civil Aviation Authority Ho Minh Tan requested units to review and agree on an action plan to ensure absolute safety for flights, passengers, aircraft and equipment and infrastructure at airports.
At the meeting of the Civil Aviation Authority of Vietnam, it was decided to temporarily suspend the receipt and operation of aircraft at airports in the area affected by Typhoon Wipha on July 21, 2025 and July 22, 2025. Details are as follows:
Van Don and Cat Bi International Airports will stop operating from 23:00 on July 21, 2025 to 12:00 on July 22, 2025.
The Civil Aviation Authority requests Noi Bai International Airport and Tho Xuan Airport to continue monitoring meteorological bulletins and proposing appropriate adjustments to the exploitation plan.
For airlines, the Department requires airlines to proactively notify passengers of flight plan adjustments to have appropriate travel plans.
For Vietnam Air Traffic Management Corporation (VATM), the Department requires VATM to focus 100% of human resources and equipment to ensure aviation meteorological forecasting at airport ports to promptly provide meteorological forecast information on the impact of storms.
For Airports/Rural Flight Management Companies, the Department requires focusing all resources to implement storm prevention measures on the technical infrastructure of ports and aircraft at the airport, paying special attention to the status of the drainage system at the airport to ensure avoid flooding due to heavy rain during and after the storm, while proactively coordinating and strictly implementing storm prevention plans implemented by local authorities.
For the Northern and Central Airports, the Department is required to proactively issue documents implementing the instructions of the Ministry of Construction and the Department of Aviation and directly participate in natural disaster prevention work at airports, perform inspection and supervision tasks according to regulations.
After the storm, units also need to focus resources on immediately implementing tasks to bring mining activities back to normal.
However, the Civil Aviation Authority of Vietnam also noted that units affected by storm circulation and prolonged heavy rain can cause flooding at airports not directly affected by the storm. Therefore, the Department requires agencies and units in the industry to strictly implement the instructions and implement a full reporting regime so that the Department can promptly grasp information and have further instructions.
Informing Lao Dong Newspaper on the evening of July 21, Vietnam Airlines announced for the third time information about flight cancellation and delay due to storm Wipha.
According to Vietnam Airlines, based on the complicated developments of Typhoon Wipha (Typhoon No. 3) and the announcement of the authorities on the temporary suspension of receiving and operating aircraft at Van Don (Quang Ninh) and Cat Bi (Hai Phong) airports from 23:00 on July 21 to 12:00 on July 22, Vietnam Airlines will adjust the flight operations plan for some flights to ensure safety for passengers and crew.
At Van Don airport, flights VN1286 and VN1287 between Ho Chi Minh City and Van Don will be adjusted, expected to take off and land after 2:00 p.m. on July 22.
At Cat Bi airport on July 22, flights VN1176 and VN1177 between Ho Chi Minh City and Hai Phong, along with VN1670 and VN1671 between Da Nang and Hai Phong, will have their flight, take-off and landing times adjusted after 2:00 p.m. in Cat Bi. Flights in the evening of the same day are still expected to operate as planned.
At Tho Xuan airport on July 22, flights VN1276 and VN1277; VN7264 and VN7265 between Ho Chi Minh City and Tho Xuan will be operated early, taking off at Tho Xuan before 11:00. Flights VN1278 and VN1279; VN7268 and VN7269; VN7276 and VN7277 on the same day will be canceled.
At Noi Bai airport, Vietnam Airlines is continuing to closely monitor the weather situation tonight and tomorrow morning to decide on a suitable exploitation plan.
In addition, many domestic and international flights on July 22 may be affected by the route due to the development of Typhoon Wipha.
Vietnam Airlines Group recommends that passengers wear seat belts throughout the flight, especially in complicated weather conditions. Proactively installing seat belts, even when the signal lights are turned off, is an important measure to help reduce the risk of the aircraft encountering air disturbances.
