Declaring reserves, not using illegal invoices
On October 15, Mr. Truong Ba Vinh - Head of the Department of Geology and Minerals (Department of Agriculture and Environment of the province) said that after the Government's Resolution on specific mechanisms in the field of minerals was issued, the unit has proactively implemented and issued documents guiding communes, wards and the Management Board of investment and construction projects in the province and area.
The new law helps the mechanism for applying for a license, extending, adjusting, increasing or decreasing mining capacity to be implemented more easily, and the procedures are shortened. The purpose is to meet the needs of common materials (sand, stone, gravel, etc.) for public investment projects, especially the Quy Nhon - Pleiku expressway project that is about to start construction.
The Provincial and Regional Construction Investment Project Management Board needs to promptly review and make a list of mineral mines in the area, especially those near the project construction site. Thus, investors can avoid high transportation costs to increase investment rates, and force contractors to use valid invoices to include in the payment documents " settlement of state-owned projects", said Mr. Truong Ba Vinh.

According to the provincial Department of Agriculture and Environment, most communes and wards in the eastern region do not need to adjust and issue new licenses much. Meanwhile, in 77 communes and wards in the western area, mining enterprises need to proactively submit documents and complete procedures when needed.
Specific mechanisms to remove difficulties
The Construction Project Management Board is also responsible for calculating and requesting mine owners to carry out procedures to extend and increase exploitation capacity. Thereby, limiting the shortage of mineral supply, project price increases or delays; at the same time preventing the use of illegal mineral resources, buying and selling invalid invoices and documents.
The provincial Department of Agriculture and Environment will report to the Provincial People's Committee on the demand, quantity and planning of mineral mines in the area after the Government issues specific mechanisms and policies to remove difficulties in implementing the 2024 Law on Geology and Minerals.
As Lao Dong Newspaper has reported, the authorities are speeding up the construction of schools for 7 communes in the border area, however, there are concerns about a shortage of mineral supply.
Currently, the border area still lacks planning for mineral mines. Some sand, stone and gravel mines have low reserves and poor quality. Other licensed mines are located 70-100 km away from the construction site, increasing transportation costs and investment rates.
Implementing the conclusion of the Politburo in Notice No. 81-TB/TW dated July 18, 2025 on the construction of schools for students in border areas, Prime Minister Pham Minh Chinh requested ministries, branches and People's Committees of provinces to identify this as a campaign that needs to be implemented drastically and urgently, determined to start construction of 100 schools in 2025 and complete before August 30, 2026.
