The Ho Chi Minh City People's Committee has just issued a Decision stipulating specific prices for domestic solid waste collection, transportation and treatment services in the area. The regulation takes effect from September 1, 2026 to the end of June 30, 2027, replacing Decision 67/2025 of the Ho Chi Minh City People's Committee and decisions on waste prices of Binh Duong and Ba Ria - Vung Tau before the merger.
According to the new decision, the entire city is divided into 8 regional groups:
Group 1: Wards in the former districts and Thu Duc city.
Group 2: Communes belonging to Hoc Mon, Nha Be, and Can Gio districts before.
Group 3: Communes belonging to Cu Chi and Binh Chanh districts before.
Groups 4 & 5: Wards and communes in the former Binh Duong area.
Groups 6 & 7: Wards and communes in the former Ba Ria - Vung Tau area.
Group 8: Con Dao Special Zone.
Small households reduce half of the garbage bill, large households remain unchanged
A prominent new point of this regulation is the separation of collection levels according to population size: households with 2 or fewer people and households with 3 or more people.
In Group 1 (Ho Chi Minh City before), households with a maximum of 2 people paid 31,000 VND/month for collection fees and 11,000 VND/month for transportation fees, totaling 42,000 VND/month (excluding VAT). Households with 3 or more people paid 61,000 VND for collection fees and 23,000 VND for transportation fees, totaling 84,000 VND/month.
In Group 2, the corresponding total collection for the two population groups is 40,000 VND and 80,000 VND/month. Group 3 has collection levels of 38,000 VND and 76,000 VND/month respectively. The lowest fee level belongs to Con Dao Special Zone (Group 8) with 27,000 VND/month (household ≤ 2 people) and 53,000 VND/month (household ≥ 3 people).
Compared to Decision 67/2025, households with 2 or fewer people in 3 groups of areas belonging to the old Ho Chi Minh City are reduced 50% of waste money, while households with 3 or more people still maintain the basic fee currently applied.
Small waste source owners increase collection prices by nearly 12%
For business establishments, services, and organizations that generate no more than 300 kg of waste/day (small waste sources), if choosing a management form like households, the collection and transportation price is calculated according to 3 levels of volume generated (ranging from 38,000 - 182,000 VND/month for collection and 15,000 - 68,000 VND/month for transportation).
Notably, in the urban area of Ho Chi Minh City in the past, groups generating from over 250 to 500 kg/month had to pay a total of 250,000 VND/month for collection and transportation. Of which, collection alone was 182,000 VND, an increase of nearly 12% compared to before. Communes in Ho Chi Minh City in the past also recorded a similar increase.
If the amount of waste generated is from over 500 kg to under 9 tons/month, the amount of waste money is converted to calculated according to the actual volume: collection price from 453 - 486 VND/kg and transportation price from 147 - 180 VND/kg depending on the area.
Waste classification in accordance with regulations will be charged per kg
The new regulation opens up a mechanism to encourage waste sorting at source. Households that sort waste in accordance with regulations will not have to pay a fixed monthly fee but will be charged for direct collection and transportation by volume (kg). In the old urban area of Ho Chi Minh City, the total collection by volume is 666 VND/kg. The amount of waste is determined by weighing directly or converting from the capacity of bins and bags selected by the commune-level People's Committee.
Meanwhile, major waste source owners (or small waste sources chosen to manage as major waste sources) must pay sufficient costs for collection, transportation and treatment according to actual volume. Waste treatment prices are regulated from 398 - 498 VND/kg depending on the area, bringing the total package cost to about 1,000 - 1,200 VND/kg.
All of the above prices apply to the collection frequency of 1 time/day and do not include VAT. The city currently temporarily does not collect waste treatment fees from households and small waste source owners managed in the form of households.
