According to reports from the functional sectors of Thai Nguyen province, the implementation of 3 national target programs (MTQG) has had very low disbursement results, especially career capital disbursement.
The National Target Program for the Development of Ethnic Minorities and Mountainous Areas has only reached 16%; the National Target Program for New Rural Development has reached 45.9%; the National Target Program for Sustainable Poverty Reduction has reached 12.7%.
Regarding public investment disbursement, up to now, the whole Thai Nguyen province has disbursed more than VND 7,778 billion, reaching 61% of the assigned capital plan. Of which, the capital extended from last year only reached 51%.
Meanwhile, at the commune level, the total disbursement reached 48.8%. Notably, 10 investors have disbursed less than 10% and 13 units have less than 50%.
On October 22, at the Conference to urge and evaluate the disbursement of public investment capital and the progress of national target programs in the area, Chairman of Thai Nguyen Provincial People's Committee Pham Hoang Son requested departments, branches and localities to clearly review the reasons for the delay.
In particular, it is necessary to clarify the responsibility of the head, focus on removing obstacles in site clearance, adjusting projects and investment procedures, and at the same time thoroughly handling contractors with slow progress.
Regarding the National Target Program, the Chairman of the Thai Nguyen Provincial People's Committee requested specialized agencies to update detailed data on the programs being implemented and coordinate the implementation, to complete before October 25, 2025, ensuring disbursement reaches 100% of the 2025 plan.
For projects that are unable to disburse, it is necessary to review and transfer capital from projects in need, and complete the transfer report before October 30, 2025.
