The investment project to build a coastal road from Rach Gia to Hon Dat with a total length of 20.8km aims to effectively exploit and use marine and coastal resources, serve the socio-economic development of coastal localities, and strengthen national defense and security.
In addition, combined with the sea dike system and coastal defense road system, it creates favorable conditions for handling situations of natural disasters and regional national security and defense. Promotes the potential for tourism development in coastal areas.
The project was approved for investment by the People's Council of Kien Giang province in 2019, with a total investment of more than 952 billion VND using the provincial budget. The project implementation period is 2019-2023 and then adjusted to the end of 2024.
However, according to the report of the Provincial People's Committee, during the construction process, a number of problems and difficulties (both objective and subjective) arose. Specifically, the local site clearance at the Van Thanh Bridge and Vam Rang Bridge locations (by October 2024, the problem had been completely resolved to continue construction). On the other hand, due to strong fluctuations in construction material prices, especially sand for filling, and a shortage of supply, it is necessary to adjust the project implementation time to the end of 2025 to complete the project.
The capital plan for the 2021-2025 period for this project is more than 541 billion VND from the provincial budget, adjusted to reduce capital by 100 billion VND. The medium-term capital plan for the 2021-2025 period after adjustment is more than 441 billion VND.
The reason is that some construction items in the construction drawing design step are calculated in detail to suit the current status and function of the construction, so they are reduced compared to the project step; the site clearance work is calculated to limit the impact of compensation, reducing investment costs; saving in bidding to select the implementing unit. Therefore, the Provincial People's Committee proposed to adjust the total investment of the project from more than 952 billion VND to more than 852 billion VND.
The People's Council of Kien Giang province has agreed to adjust the investment policy for the coastal road construction project from Rach Gia to Hon Dat. The People's Council believes that adjusting the project implementation period to the end of 2025 is necessary, while reducing the total investment (due to savings in construction, consulting and site clearance costs) is appropriate according to regulations.
