Mr. Pham Thanh Dong, Director of OCOP 168 Cooperative (Ca Mau province) has just sent an open letter to leaders of Ca Mau, An Giang, Vinh Long, Dong Thap, Tay Ninh provinces, Can Tho city and Ho Chi Minh City, asking for the survey policy and preparation of the Economic - Technical Report for the Project "Smart pumping Station to prevent urban flooding".
Speaking to Lao Dong Newspaper reporters, Mr. Dong said that the situation of local flooding in some urban areas of localities is becoming increasingly complicated due to the double impact of high tides and heavy rain, causing significant impacts on urban aesthetics and public health. With 20 years of construction, he has designed and constructed hundreds of large and small pumping stations and mobile pontoon pumps to serve irrigation, rapid drainage to prevent flooding for agriculture; participated in the proposal to handle the flood prevention model "Large model field" and built many "closed dyke houses" in the agricultural sector. OCOP 168 Cooperative has devoted much effort to researching, improving and developing the solution "urban pumping station against urban flooding - Smart Pump Ca Mau" (authorship certificate has been granted by the Department of Culture, Sports and Tourism).
According to Mr. Dong, this solution aims at the goal of "no flooding of culverts, no flooding of roads, no flooding of houses". This is a natural, proactive drainage solution, in harmony with the natural laws of hydrology. The automatic technology and sensor system, designed specifically for coastal terrain, helps solve the problem of "closed culvert water", causing the current self- moving culvert system to be disabled, no longer draining water during high tides.
"As a citizen with many concerns when seeing flooded roads during high tides, I really hope that local leaders will approve the policy of allowing cooperatives to conduct field surveys and hydrological measurements at 1-2 key flooded points and assign the Department of Construction to guide cooperatives to prepare an Economic - Technical Report for appraisal," he said.
Mr. Dong affirmed that OCOP 168 Cooperative committed to paying 100% of the survey costs; taking full responsibility for the accuracy of the data and solutions; accepting sanctions or compensation according to the contract if the project does not achieve the approved flood prevention effect.
Previously, on July 4, at a meeting on the flooding situation of Can Tho City, the Chairman of the People's Committee of Can Tho City called on departments, branches, sectors and localities to boldly propose solutions to solve the flooding problem.
Mr. Pham Thanh Dong is one of the people who sent the flood prevention proposal, which according to him is a "small, economical but effective" solution. At that time, he also pledged not to accept costs or rewards if the initiative was applied.
