Monitoring issues of concern to voters
In recent times, the Gia Lai Provincial People's Council has organized many monitoring and survey activities to put the Resolutions into practice, contributing to perfecting the legal system.
Accordingly, the working group of the Provincial People's Council participated in the thematic supervision of "Shaping the settlement of works and projects under the public investment plan for the period 2021-2025"; "work on the overall implementation of the state administrative reform program for the period 2021-2025 in Gia Lai province".
In addition, the Standing Committee of the Provincial People's Council supervised the topic "Bidding for drug supply on the list of drugs paid by the Health Insurance Fund at public health facilities managed by the province, period 2021-2024".
The survey activities focus on prominent and pressing issues in economic development, which are of public interest and voters' interest.
In localities such as Krong Pa and Ayun Pa, the Health Centers recommend that the Provincial People's Council promptly issue a Resolution on regulations on decentralization of decision-making authority in the management and use of public assets and procurement of other assets, goods and services in accordance with the provisions of the Law on Bidding.

For items that often fail bidding, there needs to be a separate plan to ensure enough drugs for patients. The centralized drug bidding is carried out publicly and transparently to save time, human resources, reduce costs, and organize bidding units; help health insurance pay conveniently.
However, according to representatives of the Medical Centers, some drugs that have not won bids continuously from 2021-2024, such as addictive drugs and psychopaths, have caused difficulties in treating patients.
Proposal to overcome difficulties in mechanisms and policies
Mr. Truong Van Dat - Permanent Vice Chairman of the Gia Lai Provincial People's Council - said: "The reports on survey and supervision results have clearly assessed the advantages, shortcomings and proposed solutions to remove difficulties and obstacles. Thereby, helping localities effectively implement the Resolutions of the Provincial People's Council, improving the effectiveness of the proposed programs and plans".
In 2025, the Economic - Budget Committee plans to organize two thematic monitoring sessions, including: Management and use of teaching equipment purchased from the central and local public service funds from 2021 to present.
Supervise the implementation of the Resolution of the Provincial People's Council on adjusting the remaining budget for 2022 and 2023 to 2024 in the implementation of the National Target Program on Sustainable Poverty Reduction and the socio-economic development program for ethnic minority and mountainous areas for the period 2021-2025.
Notably, the bidding package "Purchasing and installing E-learning system equipment" for 7 schools in Gia Lai has attracted public attention. This package has a total investment of over 18 billion VND, mainly ban computers, laptops, interactive screens, audio equipment, online camera equipment...
Through the pilot of the smart teaching model at Hung Vuong High School for the Gifted, Pleiku city (2022) and the assessment of the professional council, training and technology transfer work is very important for this project.
If there is no human resources to train and teach the teaching staff on how to exploit technology optimally, there is a risk of waste and waste of State money.
The Standing Committee of the Provincial People's Council requires that reports and assessments must be presented concisely, fully, with critical thinking, promoting collective intelligence and absorbing voters' opinions to contribute to perfecting mechanisms and policies.
