From "4 no's" to "4 no's, 4 yes'"
At the Southern Pali Intermediate Cultural Supplementary School (Soc Trang Ward, Can Tho City), every day, under the shadeed green trees, each group of increaseers gently walks through the interspersed paths to the classroom, creating a peaceful and disciplined learning space.
The Southern Pali Intermediate Cultural Supplementary School is a special educational institution for the promotion of Khmer Buddhism, while also carrying out the task of training Khmer cadres and monks to serve the socio-economic development of the provinces in the Southern region.
In addition to teaching cultural subjects under the supplementary program for junior high school and continuing education at high school level, the school also organizes teaching of Khmer Literature and Pali language under the program of the Ministry of Education and Training.

Currently, the school has 4 spacious areas with 85 classrooms, dormitories, libraries, kitchens and auxiliary works. In the 2025 - 2026 school year, there will be 178 more boarding students and students living here.
The school is located in the Khleang pagoda grounds, where there are many paths, large areas, many trees and hidden corners. The number of students living in dormitories is large, carrying many household items and personal assets, thereby posing a potential risk of being taken advantage of by bad guys. Not to mention, hostile forces always seek to sabotage, lure, and incite, especially targeting the younger generation in ethnic minority and religious areas, maintaining security and order for schools becomes even more urgent.
Based on that reality, in 2018, the leaders of the Southern Pali Intermediate Cultural Supplementary School coordinated with the professional departments of the old Soc Trang Provincial Police to build a "4 no" model. By 2020, the model was upgraded to "4 no, 3 yes" and from the 2024 - 2025 school year, it was officially completed into the "4 no, 4 yes" model.
According to Mr. Thach rich - Vice Principal of the school, "4 no, 4 yes" is not only a slogan but has become a principle of regular living and studying of cadres, teachers and child-rearing care.
Accordingly, "4 no's" include: not to let fires and explosions occur; not to let property theft; not to participate in social evils; not to let bad guys take advantage of or lure. "4 have" is: have awareness when participating in traffic; have awareness of disease prevention and control; have awareness of cultural behavior in cyberspace; have awareness of environmental protection.

Every quarter, the Steering Committee for the model coordinates with the Police Department to organize propaganda and dissemination of laws to officers, teachers, employees and increase the number of children, focus on educating the tradition of patriotism, raising awareness of national security protection; equipping knowledge on crime prevention, social evils, fire prevention and fighting (PCCC) and rescue; propagating network security, code of conduct in cyberspace, Road Traffic Law and traffic culture.
Stay safe from the smallest things
At the dormitory with 51 rooms, fire extinguishers are arranged in the right locations, the fire prevention and fighting system is periodically inspected. The school's fire prevention and fighting team maintains the system's start-up and operation twice a month.
Seemingly small reminders such as not using electrical equipment exceeding the limit capacity, not arbitrarily repairing electrical equipment without ensuring technical standards; regularly checking and turning off electrical equipment when going out; locking gas carefully after cooking, checking gas tank conduction lines, ensuring gas tanks meet safety standards, etc. have become a habit of cadres, teachers and vegetarians.
At the same time, the work of preventing and combating property theft is focused on. The security force is trained in skills to inspect and monitor people and vehicles entering and leaving; handle situations related to security and order, scene protection, reporting information mechanism, and coordination with the police force.
Focus on raising awareness so that students can voluntarily protect their personal assets, especially during long holidays such as Lunar New Year, Traditional New Year of Chol Cham Thmay, and Ooc Om Boc Festival; at the same time, be vigilant, promptly detect incidents, proactively respond and provide necessary information to authorities.
The school also focuses on educating ethics, lifestyle, and life skills; preventing and combating social evils and school violence through weekly activities, class activities, Youth Union activities, and integrating them into teaching. Cadres and teachers set an example in implementing Resolution 4 of the Central Committee (term XII), contributing to building a healthy and disciplined educational environment.
Steadfastness in the face of cybersecurity impacts
In the digital age, cyberspace has become a new "frontline". Recognizing that, the school regularly coordinates with the Cyber Security Department to propagate the Code of Conduct on Social networks, the Law on Cyber Security, and online fraud tricks.
Cadres, teachers and laborers are instructed on how to use social networks in a legal and cultural manner; not to share or comment on false and distorted information; actively spread beautiful images of the country, people, culture of Vietnam and the Khmer people. It is necessary to distinguish and be vigilant against negative information, "bad" and "unique" information spread on social networking sites.
Tran Thieu, a 12th grade student, shared that through the propaganda sessions, students know how to use social networks more effectively, avoid violating the law and not being drawn into bad and toxic information.

In particular, the school's leaders regularly organize propaganda and political and ideological education to raise revolutionary vigilance for cadres, teachers, staff and trainees; proactively fight against " peaceful development" plots of hostile forces, resolutely refute the arguments that distort the Party's guidelines and policies, the State's policies and laws, contributing to maintaining political security and consolidating the great national unity bloc of the Kinh - Khmer - Hoa in the community.
Civilized life
In addition to maintaining security and order, the "4 no, 4 yes" model also contributes to building a civilized lifestyle. The school coordinated to disseminate traffic safety laws to about 200 staff, teachers, employees and increase birth rate. Thereby forming awareness of obeying traffic laws, building a traffic culture in the community.
The school has seriously implemented disease prevention and control work, regularly updated the situation and fully implemented measures such as ensuring clean, airy, and bright classroom environment; performing good personal hygiene, washing hands with soap and clean water. At the same time, proactively coordinate closely with local health care in directing epidemic prevention and control; periodically check the health of students, promptly detect suspected cases, and ensure safety for students.
In particular, the movement "Environmental protection says no to plastic waste" has been widely implemented. The school campus is always green - clean - beautiful, in harmony with the space of Khleang pagoda.

Mr. Le Hoang Ngang - a teacher at the Southern Pali Intermediate Cultural Supplementary School - said that when the model was deployed throughout the school, the majority of staff, teachers and employees were fully aware and actively participated; at the same time, this content was integrated into teaching, helping parents improve their understanding of the work of ensuring security and order of the school.
Peace and security are nurtured every day
After 7 years of implementation, the "4 no, 4 yes" model has truly entered the life of the Southern Pali Intermediate Cultural Supply School. Not only contributing to maintaining security, order and social safety, the model also creates a healthy learning and living environment, a foundation for increased fertility.
Mr. Thach Rich - Vice Principal of the school said - since the implementation of the model, the awareness of cadres, teachers, civil servants and trainees has been significantly improved; strictly complying with the Party's guidelines and policies, the State's policies and laws; not commenting or sharing bad content on social networks; raising vigilance against the plots and tricks of bad guys, especially effectively preventing drug abuse in schools.
"This is a practical and effective model, contributing to maintaining security, order, and social safety, together with schools and localities to ensure a safe learning environment," said Mr. rich.
