The issue of people released from prison being allowed to continue to go to school and work
On August 17, 2023, the Prime Minister issued Decision No. 22/2023/QD-TTg regulating credit policies for those who have completed their prison sentences, production and business establishments that employ employees who have completed their prison sentences and are eligible to borrow capital from the Social Policy Bank for vocational training and production, business, and job creation.
The granting of credit to those who have completed their prison sentences, production and business establishments that employ employees who have completed their prison sentences help this subject have expenses for studying and living during their time studying at universities, colleges, vocational secondary schools, and vocational training institutions.
When meeting the above loan conditions, those who have completed their prison sentences will be able to borrow capital through households; production and business establishments will borrow capital through direct lending.
According to the Prime Minister's decision, those who have completed their prison sentences are allowed to borrow up to VND4 million/month and do not have to borrow; for loans for production, business, and job creation, they can borrow up to VND2 billion/project. borrowing capital over 100 million VND must ensure borrowing according to the provisions of law and the Social Policy Bank on ensuring the fulfillment of borrowing obligations.

Eliminate inferiority complex and low self-esteem, help prisoners stabilize their lives
Immediately after the Prime Minister signed and issued Decision No. 22/2023/QD-TTg, the implementation of this meaningful program was carried out proactively and effectively in many localities across the country. Close coordination between local authorities, police and banks with relevant agencies in making a list of people eligible for loans as well as synchronous coordination right from this grassroots level helps the verification and appraisal process take place quickly, ensuring the right subjects, creating the most favorable conditions for those who have completed their prison sentences to soon stabilize their lives and integrate into the community.
There are many stories about people who have completed their prison sentences thanks to policy credit flows according to Decision 22/2023/QD-TTg, but soon eliminate inferiority complex, self-consciousness, and proactively invest in production and business to earn income and stabilize their lives after being released from prison.
For example, Mr. V.V.N in Dinh Lap commune (Lang Son province), after serving his prison sentence, thanks to a loan of 100 million VND from a credit source for those who have completed their prison sentence according to Decision 22, he boldly invested in planting perennial trees on an area of 50,000m2 of hilly land. Currently, the crops are growing well, he has gradually eliminated inferiority complex, self-consciousness and proactively worked part-time to increase income and stabilize family life.
Also thanks to a loan of 50 million VND from a credit source for those who have completed their prison sentences, Mr. N.V.H in Van Linh commune (Lang Son province) after returning to reintegrate into the community, decided to invest in planting cassava, planting many other plant varieties to get seeds and importing fertilizers to sell to local people. Mr. N.V.H said that the gardens are developing well thanks to active, technical care, giving him more motivation to overcome inferiority complex and rise up in life.
In Long Duc ward (Vinh Long province) on the occasion of the September 2 ceremony, the second amnesty in 2025 has 5 cases entitled to the amnesty policy returning to their localities. The reintegration into the community of cases of amnesty or those who have completed their prison sentences still faces many difficulties because they cannot find jobs.
To help amnesties to quickly integrate into the community and become useful citizens for society, the Ward Police have coordinated with the Fatherland Front, economic agencies, organizations and unions to continue to monitor, manage and educate them, helping them find jobs to develop their economy to support themselves and their families.
Currently, in the ward, there is a Club "Fundraising to support community reintegration", helping dozens of people who have completed their prison sentences return to their localities to stabilize their lives. The good news is that from the Club's loans, many cases have had stable jobs and escaped poverty. During the time of receiving capital to develop production, members of the Club coordinated with the Ward Police to regularly visit and encourage each specific case; thereby, the supported cases all used capital for the right purpose, effectively, developed the family economy, and did not re-offend.
As in the case of Ms. L.T.T. T, residing in Hamlet 9, Long Duc Ward, Vinh Long Province, has realized her past mistakes, always told herself to try her best not to disappoint relatives and the local government has cared, helped, and created conditions to connect with the Club "Mobilizing funds to support community reintegration" to lend her 10 million VND to make capital, which has now improved her life a lot.
Ms. Mai Thi Hanh, President of the Club, said: In the past, the Club has mobilized contributions to raise funds to support community reintegration; thereby, 14 cases have completed their well-amended prison sentences and have been supported with loans of 5-20 million VND. In the coming time, the Club's Board of Directors will continue to coordinate with the Ward Police to survey, grasp, and classify each amnesty case, to consider supporting appropriate loans and developing the economy".

The whole community needs to join hands
Lieutenant Colonel Ly Van Duc, Deputy Head of Long Duc Ward Police, said: Currently, in Long Duc Ward, there are 148 cases of people who have completed their prison sentences; of which 65 people are unemployed. Through research, many cases have a need for capital to produce and improve their lives, most of them have a mentality of being inferior, and have not found a direction for economic development, so they really need support. In cases where eligible people need to borrow capital, the Ward Police will review the production method, make a list of advisory opinions for Party committees and authorities to transfer to social policy banks to have a timely lending and disbursement plan".
Helping those who have been granted amnesty and those who have completed their prison sentences to gradually eliminate their guilt and reintegrate into the community, they need the cooperation of departments, branches, unions and localities to pay attention to implementation. Credit for those who have completed their prison sentences helps this group access preferential capital, contributing to improving the effectiveness and efficiency of State management of community reintegration work, creating favorable conditions for those who are granted amnesty, those who have completed their prison sentences to return to their residential locality to soon stabilize their lives, become good citizens, and be useful to their families and society.
The Prime Minister's Decision No. 22/2023/QD-TTg on credit for those who have completed their prison sentences is considered a very appropriate and humane policy to help those who have completed their prison sentences stabilize their lives, integrate into the community, create livelihoods for those who have completed their prison sentences to rebuild their lives, thereby contributing to ensuring security and order, and developing the economy and society.
For example, at the Ngoc Hien Social Policy Bank Transaction Office (Ca Mau province), this unit has recently coordinated with relevant units to actively implement a loan program for those who have completed their prison sentences and returned to their localities.
To date, the unit has disbursed preferential loans to 14 households for those serving prison sentences, with a total amount of 890 million VND, in 2025 alone, 4 households with an amount of 320 million VND.
To continue to effectively promote preferential credit capital, Ngoc Hien Transaction Office will continue to closely coordinate with the Police and related units and localities to review, complete documents, disburse and create maximum conditions for those who have completed their prison sentences to access preferential loans according to regulations. In addition, the unit will also strengthen direction, promote propaganda and dissemination of related policies and guidelines; orient and support those who have completed their prison sentences to fulfill their commitments when borrowing capital.
