According to An Giang Provincial People's Committee, in the process of implementing projects serving APEC 2027, besides positive results, some objective difficulties and obstacles still arise, mainly related to: procedures for changing the purpose of forest land use, liquidating/recovering forest trees and handing over clean land according to regulations; compensation, support, resettlement and site clearance at some locations; supply and coordination of construction materials for construction in conditions of large volume and urgent progress.
In order to speed up progress, the leaders of Phu Quoc special zone have implemented a mobile citizen reception model to remove obstacles in site clearance. The special zone established a working group to deploy propaganda, mobilization and handle cases of land encroachment and occupation.
Special zone leaders directly went to people's homes to listen to and resolve problems related to site clearance work, thereby directly grasping the thoughts and aspirations of households with land subject to recovery, especially at key projects.
Many households expressed concern about livelihoods and settlement policies, but through meetings and dialogues, they have become more open, hoping that the compensation board will create the most favorable conditions for people to soon stabilize their lives.
Thanks to direct dialogue and clear explanation of policies, dozens of hectares of land have been agreed upon by households to sign early handover minutes.
DT. 975 route - a strategic traffic axis nearly 18 km long, scale of 10 lanes, 62m wide roadbed is under construction from September 2025. The project includes expanding 4 bridges, building 8 intersections with synchronous lighting, greenery, and drainage systems. Expected to be completed in July 2027, this route will play a backbone role, connecting airports, convention centers and urban areas, creating a modern landscape - traffic axis for the southern island area.
For DT. 975 route, site clearance is being implemented in parallel with construction. The People's Committee of the special zone promotes the implementation of propaganda, mobilization and site clearance. In the process of implementation, the working group has conducted reviews and specific measurements of the land area that households are encroaching on, and at the same time marked with red paint to demarcate the boundary between the legal land area and the area to be recovered, creating transparency and clarity for people to monitor and comply.
Through propaganda and mobilization, to date, there are still about 140 cases of encroachment and land occupation that have not been dismantled and relocated. Faced with that reality, the working group has directly gone to each household to explain, mobilize, and encourage people to comply with the policy and hand over land to serve project construction. For cases of non-cooperation and non-voluntary implementation, the working group will make records of administrative violations and apply coercive measures in accordance with the law.
However, through the propaganda process, the majority of people have expressed their agreement and voluntarily complied, proactively dismantling the canopy, moving assets out of the encroached area, and restoring the original state of the road. People are also clearly aware that the expansion of DT. 975 road contributes to completing traffic infrastructure, improving the urban appearance and is of great significance in serving major international events, including the APEC 2027 Summit held in Phu Quoc.
After reaching consensus from the people, the Working Group continued to implement many solutions to accelerate the progress of site clearance. In which, the hiring of workers to support households to dismantle works and relocate assets was implemented promptly.
According to Mr. Tran Minh Khoa, Chairman of Phu Quoc Special Economic Zone People's Committee, the goal of this work is to listen and explain to people clearly that the handover of land for project implementation is to serve the common interest. This activity shows the determination of the Phu Quoc special economic zone government in ensuring the progress of handover of land to serve project construction according to the set plan.
