Land clearance problems
As one of the key projects connecting inter-regions, the Cho Moi - Bac Kan expressway plays a special role in promoting economic and social development.
The project has a total length of nearly 29km, a scale of 4 lanes, a design speed of 80km/h, passing through Thai Nguyen and Bac Kan provinces (old), with a total investment of more than 5,750 billion VND
To implement the expressway project, more than 1,600 households and organizations were affected, with the reclaimed land area mainly in Thanh Thinh commune, Thanh Mai commune and Bac Kan ward.

The total area of land to be recovered is 261.8 hectares, of which 147.7 hectares have just been handed over, equivalent to about 55%. The estimated cost for site clearance and resettlement is up to 671 billion VND.
According to the reporter's research, in Thanh Thinh commune (formerly in Cho Moi district, Bac Kan), there are currently 159 households that have not received compensation.
The main reasons are overlapping land, slow approval of resettlement plans and problems with unit prices.
Mr. Le Quang Huy - Vice Chairman of Thanh Thinh Commune People's Committee said that local people basically agreed and supported the project implementation policy.
Currently, there are still some households that do not have residential land or production land, and need to be arranged in resettlement areas to stabilize their lives.
The commune has established 3 direct propaganda teams to each household to remove obstacles and mobilize the handover of the site.

Mr. Nguyen Huu Trung - Director of the Land Fund Development Center Branch of Region VI said that the site handover progress has not yet met requirements.
The reason is that the old land records are still lacking and the progress of compensation and resettlement plans is still slow.
The unit has proposed that the Provincial People's Committee direct relevant departments and branches to coordinate more closely to completely handle the problems and speed up the progress of site handover for the project.
Removing bottlenecks
Faced with the above situation, Vice Chairman of Thai Nguyen Provincial People's Committee Nguyen Thi Loan directly inspected the field, and at the same time requested competent agencies, departments and branches to urgently handle the problems and review the entire compensation policy.

The Land Fund Development Center completes the dossier on time, the Northern Traffic and Agricultural Construction Investment Project Management Board reviews the resettlement area, ensuring progress and sustainability.
Mr. Nguyen Hoang Mac - Director of the Provincial Land Fund Development Center said that the unit has requested the Branch of Area VI to mobilize all human resources to complete the documents for households.
At the same time, coordinate with relevant units to pay compensation immediately after the plan is approved, avoiding people's prolonged waiting.


To suit actual needs, some households may receive money instead of going to resettlement areas.
This is a flexible approach, creating conditions for people to proactively stabilize their new residence near familiar areas.
Currently, the site clearance work in Thanh Thinh commune is being focused on. The goal is to complete the payment and hand over the entire site by July 2025.
Removing obstacles to the site will create conditions for the project to be implemented according to plan, towards completing the entire route.
When put into operation, this expressway will contribute to improving traffic infrastructure, shortening travel time and promoting economic development for the midland and mountainous areas of the North.
