The document of the Ministry of Construction stated that in the past, the investors/Project Management Boards have been slow to implement, not meeting the requirements of some road tunnels on the North - South Expressway.
To put the tunnel works into operation, use and promote investment efficiency soon, the Ministry of Construction requires agencies and units to urgently and seriously implement the following contents:
For the three tunnels of Than Vu, Cu Mong, Nui Vung on the North - South expressway in the East: Request the Project Management Boards 6, 85 to closely coordinate with the competent authorities of the Ministry of Construction to complete the appraisal and approval of the investment policy in July 2025; start construction in 2025 and make a detailed implementation plan to ensure completion and operation in 2026.
For the remaining 5 tunnels 3 on the North - South expressway in the East, in the period of 2021 - 2025, the Project Management Boards 2, 6, and 7 are required to urgently complete procedures to approve the adjustment of investment projects for related component projects in July 2025, including approving the adjustment to reduce the total investment of the Bung - Van Ninh component projects as a basis for balancing funding sources, approving the adjustment of component projects to implement the investment to complete the above 5 tunnels.
According to the project investor's authority, the Project Management Boards are required to urgently complete related procedures, based on regulations and signed contract terms... to consider and decide on contractors to ensure the groundbreaking on August 19, 2025 for: Deo But tunnel under the Vung Ang - Bung Component Project; one of 3 tunnels 1, 2, 3 under the Quang Ngai - Hoai Nhon Component Project and Tuy An tunnel under the Chi Thanh - Van Phong Component Project.
Request the Project Management Boards to strictly implement and not report on the contents under the authority of the Investor as prescribed by law.
Requesting the Project Management Boards 2, 6, 7 to develop a detailed plan for implementation, strive to complete and put into operation the Deo But, No. 1, No. 2 and Tuy An tunnels in the second quarter of 2026; especially tunnel No. 3 of the Quang Ngai - Hoai Nhon Component Project to be completed in the third quarter of 2026 and report to the Ministry of Construction (through the Department of Planning - Finance and the Department of Economic - Construction Investment Management) before July 20, 2025.
The Ministry of Construction assigned the Department of Planning and Finance to preside over and coordinate to urge investors to complete the approval of the investment policy for 3 tunnels of Than Vu, Cu Mong, Nui Vung on the North - South expressway in the East according to schedule.
The Ministry of Construction assigned the Department of Economics - Construction Investment Management to preside over and coordinate with investors to complete the approval of adjustments to investment projects for the North - South expressway component projects in the East, phase 2021 - 2025 according to schedule. At the same time, investors are urged to speed up the implementation progress to ensure the completion and operation of the above tunnels in 2026.
