On July 11, according to Lao Dong, the Ministry of Construction has just officially agreed to assign Thai Nguyen province as the managing agency to invest in two important expressways: Hanoi - Thai Nguyen - Cho Moi and Thai Nguyen - Lang Son.
Accordingly, at the meeting on July 8 chaired by Minister of Construction Tran Hong Minh, investment preparation work for the expressways in the Northern region was thoroughly discussed, with the participation of leaders of the provinces of Thai Nguyen, Cao Bang, Lang Son, Bac Ninh and Hanoi.
Notably, the Ministry of Construction and localities have agreed to assign the People's Committee of Thai Nguyen province as the competent authority to implement the investment project to upgrade and complete the Hanoi - Thai Nguyen - Cho Moi expressway under the form of public-private partnership (PPP).
The Ministry of Construction requires relevant provinces such as Hanoi, Bac Ninh and Thai Nguyen to promptly issue documents agreeing on the plan to assign Thai Nguyen as the competent authority. After that, the People's Committee of Thai Nguyen province will report to the competent authority for official decision.
The investment preparation process must study the possibility of expanding the Thai Nguyen - Cho Moi route with the Hanoi - Thai Nguyen route, and carefully review to avoid overlapping with other connecting projects such as the road connecting Gia Binh airport with Hanoi capital.
Along with the above route, the People's Committee of Thai Nguyen province was also agreed to be the managing agency for the investment in the Thai Nguyen - Lang Son expressway.
This is considered a strategic traffic axis that helps connect the Northern Midlands with the international border gate and Lang Son economic corridor.
The Ministry of Construction recommends that Thai Nguyen and Lang Son review and study the addition of this expressway to the provincial planning and soon mobilize legal capital for implementation. The Ministry is committed to directing relevant units to closely coordinate to speed up the implementation progress.
As for the Thai Nguyen (Bac Kan) - Cao Bang route, the Ministry of Construction agreed in principle to assign the People's Committee of Cao Bang province as the project's management agency.
