2 communes allocate enough clean ground for bridge construction across the Red River

Hanoi - 2 communes O Dien and Me Linh have handed over 100% clean ground to construct Hong Ha bridge under the Ring Road 4 project in the Capital region.

Over the past time, the City Party Committee and Hanoi City People's Committee have drastically directed site clearance to serve the construction of Hong Ha bridge. Accordingly, localities must complete on schedule, not to become "blockages" of the entire Ring Road 4.

This requirement is concretized by clear time milestones, assigning responsibility to the head and considering site clearance results as one of the criteria for assessing the level of task completion of the locality.

According to representatives of the Investment - Infrastructure Project Management Board of O Dien commune, to deploy the construction of Hong Ha bridge and Ring Road 4, O Dien commune must implement site clearance with a total area of 72.4/72.4ha, including: 40.27ha of agricultural land, 1.94ha of residential land, 22.42ha of land managed by the Commune People's Committee and 7.78ha of dike and river corridor land.

Along with that, the locality has organized the relocation of 1,313/1.313 graves; implemented the relocation of technical infrastructure systems such as telecommunications, high-voltage electricity, irrigation works, ensuring safety and in accordance with technical regulations.

Sharing about the commune's approach, Mr. Nguyen Phuc Hoan, Deputy Head of the Economic Department of O Dien commune, said that the Party Committee and People's Committee of the commune have mobilized the entire political system to participate, established specialized working groups, and assigned officials to be in charge of each area and each household.

Propaganda, mobilization, and dialogue work are deployed regularly and continuously with the motto "taking mobilization and persuasion as the main focus", ensuring publicity, transparency, and compliance with legal regulations.

The workload is very large, the time is urgent, but the locality determines to do it step by step, in accordance with the law. When people understand the meaning of the project and the legitimate rights are fully guaranteed, consensus is the decisive factor," Mr. Nguyen Phuc Hoan emphasized.

By mid-December 2025, O Dien commune had cleared 71.84/72.4ha of land, reaching more than 99% of the area to be recovered; all graves within the project area have been relocated in accordance with regulations.

Notably, although there were times when some households did not agree, thanks to continued dialogue and timely removal of obstacles, up to now, all households have voluntarily handed over land, and the locality does not have to organize coercion in any case.

In Me Linh commune, the Ring Road 4 project in the Hanoi Capital region through the commune is 4.9km long, with a total land area to be recovered of 58.8ha, involving about 1,938 households, of which more than 200 residential land plots must be resettled.

Up to now, the entire land area within the recovered boundary of the Hong Ha bridge construction project and Ring Road 4 in the Capital region section passing through the area has been handed over to the construction unit, completing according to the city's requirements and progress.

Secretary of the Party Committee, Chairman of the People's Council of Me Linh commune Nguyen Anh Tuan affirmed: "This is a key national project, a political order from the City Party Committee and the City People's Committee. The Commune Party Committee determined to mobilize the entire political system to get involved, resolutely do it to the end, not evade, not shirk responsibility but must ensure the legitimate and lawful rights and interests of the people".

In the overall project to build Ring Road 4 in Hanoi Capital region, Hong Ha bridge (belonging to Me Linh and O Dien communes) is identified as one of the items of particularly important significance.

Not only is it a large-scale river-crossing traffic project, Hong Ha bridge also plays a direct connecting role on both banks of the Red River, opening up a new development axis for the Northern part of the Capital, contributing to reducing inner-city traffic pressure, promoting regional linkages and forming a new urban and economic development space.
