Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen has just signed and issued an official dispatch on the implementation of market management, handling "illegal markets", spontaneous business points in the city.
Accordingly, the City People's Committee assigned the Department of Industry and Trade to preside over and coordinate with the Department of Agriculture and Environment, People's Committees of communes and wards to organize display spaces, introduce and sell products at parks and performance areas (Thong Nhat Park, Trinh Cong Son pedestrian street, F1 race track area), ensuring urban aesthetics, security and order and environmental sanitation.
Review, inspect, and guide localities to organize and arrange people's markets, convenience stores, supermarkets, and commercial centers; arrange concentrated business points managed in places where planning, new construction, or market renovation and repair have not been completed; ensure sufficient conditions to serve people's shopping needs, especially during and after Tet.
Guiding and creating conditions for small traders and sellers at "illegal markets", spontaneous business points to move to people's markets, managed business points (for places where there are no people's markets, special locations); ensuring order, order, price stabilization, food safety and hygiene.
Link the handling and clearance of "illegal markets", spontaneous business points with the arrangement and management of people's markets and food safety and hygiene inspection; strengthen inspection and information disclosure, especially during the Tet period.
Review the market management model; study the feasibility of the wholesale market decentralization plan; review the historical inner-city wholesale markets (if any) and study the relocation plan according to the plan.
People's Committees of communes and wards coordinate with the Department of Industry and Trade, the Department of Agriculture and Environment to organize the implementation of Notice No. 182-TB/TU; ensure reasonable arrangement of sales points, stabilize people's lives, not disrupt livelihoods, and not affect the purchase and sale, supply of essential food of the people.
Create favorable conditions for small traders and sellers to move from "illegal markets" and spontaneous business locations to people's markets and managed business locations.
Be comprehensively responsible before the City People's Committee for managing the operation of people's markets, market development, handling and clearing "illegal markets", spontaneous business points in the area.
