On September 23, the People's Committee of Thuong Tin district (Hanoi) applied compulsory measures to recover land according to regulations to create a clean land fund to implement the technical infrastructure construction investment project to auction land use rights in the adjacent area of Duyen Thai I, Duyen Thai commune.
District and commune authorities fenced off more than 7,000 square meters of agricultural land of several households to hand over the site to the investor and contractor for the project.
The project to invest in building technical infrastructure to auction the right to use land in the Duyen Thai I adjacent area has an area of nearly 12,000m2, which is agricultural land of households. The land is located near the headquarters of the Duyen Thai Commune People's Committee, adjacent to the Duyen Thai craft village industrial site and residential area.
Through understanding the situation, it was determined that many families with agricultural land located between residential areas and near the commune People's Committee headquarters as well as the industrial village had transferred it to each other, most of which was abandoned, causing waste.
Vice Chairman of Thuong Tin District People's Committee Phan Thanh Tung said that the project's site clearance process was carried out by the authorities in accordance with procedures, ensuring publicity and transparency.
Through propaganda, mobilization, and dialogue, 23 households have cooperated and handed over land to the investor. However, many households still do not agree with the district's compensation and site clearance plan.
People have repeatedly sent petitions to central and city agencies requesting that certain issues be considered to ensure their families’ legitimate rights. This has prevented the project from being implemented.
With the view of not letting the project delay any further, the People's Committee of Thuong Tin district has developed and issued a decision to enforce the recovery of agricultural land according to regulations to implement the project of investing in the construction of technical infrastructure to auction the land use rights of the adjacent area of Duyen Thai I.
Land acquisition and site clearance for project implementation aim to create clean land fund and budget source for locality to complete construction of infrastructure, welfare works, historical relics of villages and communes.
