Chairman of Hanoi People's Committee Tran Sy Thanh has signed and issued Decision No. 5237/QD-UBND dated October 20, 2025 on the establishment of a Steering Committee for railway projects in Hanoi.
According to the Decision, a Steering Committee for railway projects is established to direct the implementation of works and projects: railway, urban railway, urban railway according to the TOD model (Transit Oriented Development - developing public transport orientation), urban development according to the TOD model, local railways, national railways passing through Hanoi city (Project) according to the Comprehensive Investment Project for the construction of the capital's urban railway system, Resolution No. 188/2025/QH15 of the National Assembly, Railway Law and other relevant documents.
At the same time, the Decision on the Composition of the Steering Committee for Railway Projects (Steering Committee) includes the following members:
- Head of the Steering Committee: Mr. Tran Sy Thanh, Chairman of the City People's Committee;
- Deputy Head of the Steering Committee: Mr. Duong Duc Tuan, Vice Chairman of the City People's Committee;
- The Steering Committee members include leaders of participating Departments, branches and sectors.
The Steering Committee has the task and authority to assist the Chairman of the City People's Committee: Research and propose directions and solutions to solve important, inter-sectoral problems. Direct the resolution of important, inter-sectoral issues, remove related difficulties and obstacles. Inspect, coordinate and urge the City's Departments, branches, sectors, local authorities, and related units to carry out tasks related to investment and construction.
Direct the City's Departments, branches, sectors, local authorities, and related units to organize the implementation of the implementation plan of the Projects according to assigned functions and tasks. Inspect and urge project investors, consulting organizations, and contractors to prepare and implement the Projects.
The Urban Railway Management Board is the standing agency of the Steering Committee, developing the Steering Committee's operational regulations to submit to the Head of the Steering Committee for signing and promulgation; assisting the Head of the Steering Committee in developing plans and work programs of the Steering Committee; preparing documents, reports and draft notices of the conclusions of regular or ad hoc meetings of the Steering Committee.
